In reply, French President Jacques Chirac remind Bush that he shouldn’t be a “Keh-Poh-Che”, and that “he had not only go too far but he went into a domain which is not his own.”

GOVERNMENT CANNOT AFFORD $12.8 MILLION FOR MEDICAL STUDENTS BUT WILL AFFORD $10 BILLION FOR PROJECTS

MORE THAN 90 OUT OF THE 128 STUDENTS OPTED OUT OF MEDICINE
Only a few of the 99 top scorers given places in private medical schools have taken up the offers despite the government’s favorable loan terms. Some of whom have opted to accept the initial offers of places to study non-medical courses at public universities.
However, all 29 of those offered places at public universities have registered for their courses.
Deputy Higher Education Minister Datuk Fu Ah Kiow was clearly upset that the students had rejected the offers because they were unhappy with the terms of the loan.
“Nowhere else can they expect a loan with the very low interest rate of 3% and a 15-year repayment period. We have also made it very clear that the loans may be converted into scholarships if their performance is equivalent to a first-class degree.
“The only thing we have yet to disclose is the classification of ‘excellent’ for medical degrees. (QUESTION: WHY IS IT THAT THE GOVERNMENT ARE NOT DISCLOSING THE CLASSIFICATION OF "EXCELLENT", DATUK FU? IS IT BECAUSE THEY DON'T KNOW HOW TO CLASSIFY AS WE DON'T HAVE A PERFORMANCE MEASUREMENT SYSTEM THAT CAN BE APPLIED HOLISTICALLY, AND UNBAISED?) "However, this should not be a factor in their decision to accept or reject the places,” he said, adding that the ministry was in the midst of finalising the number of students who had accepted the offers.
Most of those who rejected the offers, Dr Ishak added, wanted a guarantee that their loans would be converted to scholarships.
“How can they have a guarantee when they have not even started the course? If they want to study medicine so much, they should accept the offer and work hard for it to be made a scholarship,” Dr. Ishak said. (Dr, Ishak, is any one student related to you, or if one is your son, would you say the same; are you honest? Its so easy to make judgment on others when you have nothing to lose; but if you are a stakeholder, would you say the same?)
Why is the 128 students not offered scholarship? Are they less deserving than the 799 who were offered public universities at a fee that is only 10% as compared to the 99 who will have to pay hundreds of thousands plus 3% interest for 15 years.
"Do you equate this to FAIRNESS & EQUALITY, DATUK FU & DR. ISHAK - ARE YOU HONEST?"
In the first place, the Government had promised and set the guidelines that those who achieved 4.0 CGPA will qualify for study in medicine.
The question wasn't that the 128 deserves automatic places, but the selection process was tainted with unfairness as 80% Metricultion students were offered to study medicine while only 20% from STPM were selected.
There were 1247 metriculation students who scored 4.0 CGPA and 527 from STPM. Those in Metriculation studied only one year as compared with those from STPM who had to struggle for 2 years. Metriculation examination is internally conducted but STPM is an external exam. Only one bumi from STPM scored 4.0 CGPA - WHY??? It must be tough!
The detail results of those with 4.0 CGPA are: 790 Bumis, 922 Chinese and 62 Indians. The selection to study medicine are 439 of the 790 bumis (55.57%), 297 of 922 Chinese (32.21%) and 42 of 62 Indians (67.74%).
There again, when the Government LOUDLY proclaim that the selection will be soley & entirely based on MERITOCRACY, the decision, does it reflect meritocracy or quota?
If we want quota system, stick to quota -
MERITOCRACY IS MERITOCRACY - NOTHING MORE NOTHING LESS!
Why Boast about meritocracy when we can't follow the discipline?

I like to quote another article by Dr. Zain Azrai in his letter to Jeff Ooi:
"...Even worse for the poor non Bumi's not given a place in local university. Even if they can afford, they wouldn't be given a place because of the quota system. Unfortunately, the Chinamen and Indianmen gets 5As in STPM had to be sacrificed and not given a place to let the Malay fellow with 2Es and 3 Fs to enter the medical faculty or law faculty."
I may not agree with Dr. Zain as those selected and given priority nowadays (not previously) are Metriculation students with 4As, of course not STPM. The hypothetical question is - will the same metri-students get the same 4.0CGPA if they do STPM? I believe some would, and many won't. Why don't they Government give this analysis a TRY? CAKAP TAK SERUPA BIKIN.
Even if the Government is to pay for the full 99 at private universities, it may cost the Government RM9.9 million. At the same time, the Government is willing to spent an additional RM 10 billion for projects which are mostly privatised at a contract price that makes the few anointed contractors and crony consultants instant multi-millionaires. There is also the RM 120 million contribution to PLUS to help them pay for the reconstruction of the Jelapang Toll. Just see - what the shit decisions our politicians will make and they always claim that all decisions were for the interest of the Rakyat. Aren't the 99 students RAKYATS & THE FUTURE LEADERS OF TOMORROW?

Movement chief Datuk Dr Ng Yen Yen said a judo instructor would teach the 10 basic self-defence skills to participants. “Usually women will only scream when their handbags are snatched, so we want them to learn the skills in order to protect themselves,” she said.
So, MCA Wanita will be engaging the best Judo Experts to train women, particularly housewifes. My only worry is about the effectiveness of managing snatch thief as those women would have panic by then and the mind will be more set on the handbag rather than how to react. Instead, those judo lessons will be more useful to use it on their husbands, not for snatching their handbag, but for not pumping in more money into their handbags. Studying has become a lifelong pursuit for Prof Dr Chin Yew Sin.
He has accumulated a string of academic honours, including 11 degrees and numerous diplomas and certificates as well as at least 37 professional memberships, and is clamoring for more.
He claims to hold the record for being the first person in the world to graduate with four bachelor degrees – in engineering, law, accountancy and business administration – all in the same year.
He said he was also first to study eight courses simultaneously and the first to possess 32 professions covering finance, economics, metallurgy, science and law, among others.
Asked if there might come a point where he would stop studying, he said: “There is so much to discover out there.” “The more I learn the more I realise I don't know enough,” Chin told reporters.
This is the paradox of learning - the more you learn, the more you discover that you know so much of so little.
The irony of many who refuse to learn is that they believe they had enough and do not require anymore knowledge.
I admire Prof. Dr. Chin but I don't think I can emulate him. I'm still learning and will continue to do so till my mind and body fails me. Learning is fun and brings prosperity!

The ICLIF, set up by Bank Negara last year, aims to train global leaders among Malaysians. Designed in conjunction with Towers Perrin, a consultancy firm, it brings together the best from top international institutions including Harvard Business School, Stanford Graduate School of Business, Peter Drucker Graduate School of Management, Marshall School of Business University of Southern California and INSEAD.
The programme looks into what the CEO “Wants” to do, “Can” do and “Should” do.
In the self introduction exercise, for CEO A, the job challenge is to produce global leaders, the happiest moment of her life was when she realized that she had succeeded in instilling values of right and wrong and of telling the truth in her daughter. She admires her former boss and she enjoys supervising her children while her husband does gardening.
CEO B, his job challenge is to look after cats, his happiest moment in life was running around Gasing Hill where he grew up, he cooks for fun and he admires William Bruce who has “a hand to man and a heart to GOD.”
From the exercise above, CEO A indicates her happiest moment in her success of getting her daughter to understand right and wrong and admiring her boss who gave her the chance to be CEO while, admiring her husband doing gardening. Probably, she had the extreme joy of elevating her status above her husband's. This is women's way of self-esteem - when she had her husband down-trodden in the garden.
CEO B loves to take care of the cats, not the wife and children and loves running around the hill instead of running around the company and admires having a hand in man's #@&* and a heart to God. He probably admires Anwar more than William Bruce. He's a nice chick!
So, the gathering of the top CEOs of Malaysia and the cases above, although the sample size may be small, but should be able to indicate the quality of our Malaysian CEOs. Maybe, with more and bigger sample size in the survey, we may find out about many more CEOs who may also love to take care of cats, dogs, tigers, elephants, crocodiles and sharks, plus taking care of Ah Loong, Norita, pramugara yang terlampau, mahjong, terbilang-bilang wang yang terlampau banyak, cekap and sapu sampai bersih, sudah bersih mesti amanah, mesti germilang and taktik yang cermerlang.
Excellent CEOs and Hurrah, Malaysia-Boleh and Pak-lah can give them the $10billion worth of projects to ensure success.....and make the millions of car owners pay more for petrol and diesel. Hurray!

SARAWAKIAN KIDNAP & MURDERED

THE AGE OF UNREASON
You don't know what can happen and the society has bred some who commits bestial act to seek their needs and wants for riches.
Julia Lau Lee Mei, the daughter of a Sarawak businessman was kidnapped and murdered and her body dumped into a disused mining pool in Kepong, Kuala Lumpur. Julia is a student studying with a private college in Pandan Indah, KL was last seen on June 21. That same night, her father received a call from the kidnappers demanding RM1.2million as ransom. They negotiated and the kidnappers finally agreed at RM400,000. However, the kidnappers never collected the money at the agreed "drop-off point." Three suspects, two of them Sarawakian were arrested. Whatever it is, Julia is gone and the family had lost their beloved daughter. Nothing, can compensate the family for that loss. I can only offer condolence and my emphaty.
As for those who have their childrens studying or working at far away distance, they must understand the risk and the probabilities and have a risk response plan to avoid, mitigate, or possibly transfer the probable risk factors and events. Not everyone we know and befriended are friends - BEWARE & TAKE CARE!
NUR ATIQAH DILEMMA (PART3)

SURGERY ON-HOLD TILL LUNG INFECTION IMPROVES.
Dr. Goon Hong Kai SMJC paediatrician said that it will take a few more days for the lung infection to clear before Nur Atiqah can undergo operation. According to Dr. Goon, it will be best not to rush but to get Nur Atiqah into the best condition possible for the operation. The operation is expected to take 15 hours. Nur Atiqah's father Mohd Sharif Abdul Hamid told reporters in hospital that, "My daughter must recover fully and I understand the reason for delaying the operation."
Lets just hope everything will be fine and pray that both the father and daughter had the strength to go thru' these difficult times. GOD bless them.

NUR ATIQAH'S DILEMMA (PART 2)

After the 5 months wait, first, searching for money to pay the hospital(with not much help from Chua Jui Meng, the then Health Minister), then looking for a donor (Praise the Lord, a good samaritan came along; he is Ahmad Khairi Al-Hadi), then the Health Ministry needs to check the donor whether the donor is doing it for money or pleasure, then along came the words of our Prime Minister which I believe trigger Dr. Chua Soi Lek to pushed the immediate decision-making process; now when the date is set on 26th. June, 4 days from today, the Paediatric Consultant Dr. Goon Hong Kai from Subang Jaya Medical Center is gravely concerned that Atiqah's lungs are badly infected and, it is not conducive to begin surgical liver transplant. The only hope is that within this 4 days, the lungs will recover enough to sustain the little girl thru' the operation.
We can only wait, and at this time, we need GOD's miracle and curing hands; that is, IN GOD WE TRUST, AMEN, INSHA-ALAH!
For all the follies that got on the way, it is hypothetical - the time taken and wasted by the Ministry officials who had passionately complied to all the policies and procedures in the name of good governance, if only, and only 'if only' (as it's past), may have made the operation possible and less painful, would have increase the probability of success.
This kind of critical life-threatening situation, you seem to see our system management in the Ministries wants to function perfectly in accordance with the rules and regulations - when lives are at stake - they want to do the "right thing". The Ministries thrives on a damage control system process, not on loss-prevention, and they don't understand about "doing things right" - the effective and bold decision-making process is absent. No one in the Ministries want to take responsibility and put things right. The Communication system don't work in the interest of the Rakyat. We have money to built twin tower, but would not spare some for Nur Atiqah whose parent was forced to seek donations. Chua Jui Meng says the Ministry will contribute after the public had done so, i.e a dollar for a dollar. The Government is willing to contribute to PLUS $120 million to help pay half the cost for the Jelapang Toll reconstruction, and applies similar policy of offering to pay half of the cost ($300,000) for Nur Atiqah's liver transplant. PLUS makes billions of profit (for their few shareholders, not the Rakyat, the society-at-large) yet they receive contribution to help maintain the highway that was "Privatized" to them.
The Government do not have a long-term solution yet to correct the systemic malfunction.
How long more will it take for the Government & it's Ministers to change and be altruistic; to care for the people, the Rakyat who had entrusted them with the duty of care and to take responsibility for the Nation's well-being - the society-at-large, not the selected few and the cronies?
To quote Ronald Reagan Jr. words at his father's burial ceremony:
"Dad was also a deeply, unabashedly religious man, but he never made the fatal mistake of so many politicians, wearing his faith on his sleeve to gain political advantage. True, after he was shot, and nearly killed early in his presidency, he came to believe that God has spared him in order that he might do good. But he accepted that as a responsibility, not a mandate. And there is a profound difference."
Would we be seeing the profound differences in our New Cabinet headed by Pak-Lah? God only knows and we can only pray that HE will move their hearts and minds; or if not, Please GOD, crush them to save the lives of many poor souls in Malaysia. And Please save Nur Atiqah, the innocent baby! Amen. Allah Al-Akbar!

Nur Atiqah is suffering from biliary-atresia. Her conditions is critical with her mouth foaming and her stomach swelling. But she could not be operated despite having raised enough funds to cover surgery costs. This is because the Health Ministry wants to convene a meeting to decide whether the donor of the liver Ahmad Khairi Al Hadi who is not related to Nur Atiqah knows the risk involved and also to ensure that the donor is not doing it for monetary gain. This is the ethical standards the Health Ministry have to follow. According to Dr. Chua Soi Lek, the Health Minister, “many countries, including Singapore, Britain & United States had such ethical committees to prevent abuse of non-related donor for organ transplant. The committee is necessary to assess if the donor is genuine and not trading organ or tissue under economic gains or for social pleasure.

Datuk Seri Abdullah Ahmad Badawi said that “Bureaucracy should not delay Nur Atiqah from undergoing a life-saving surgery.”
The Health Ministry felt that it is important to stick to the policy - that is to check the donor thoroughly whether he was been paid to donate the liver or he is doing it out of pleasure.
This is what it is - THE MALAYSIA BOLEH PHILOSOPHY!

This is the article published in the New Straits Time on June 20, 2004. It relates the dilemma of the Government doctors and it quote an open letter from a professor from the medical faculty UKM, written to the attention of our Prime Minister.

“More than all this is the satisfaction we have gain from research & interaction with trainees, housemen and colleagues & seeing the patients get better by the day keeps us going.”
“But all this has been soured by the way the Public Service Department (PSD) treats government doctors, nurses, paramedics & other health professionals. To them, we exist as mere statistics within a group much like the unskilled & semi-skilled staff in the civil service who work office hours, 8am to 4.30pm, with all the public holidays & alternate weekends off.”
“Although some minor improvements have occurred in recent years, inflation, long working hours, the near-absence of career advancement further training opportunities, the time-consuming & moral-deflating examinations (all of which are totally unrelated to patient care) have pushed doctors into a corner.”

IF SO, WHY IS IT THAT PSD HAD BEEN LEFT TO DICTATE THE CAREER OF ALL THOSE WHO CHOOSE TO SERVE THE GOVERNMENT?
IS THE MEDICAL SERVANTS THE ONLY PEOPLE WHO SUFFERED UNDER THE PSD INCOMPETENCY & FOLLY?
WHAT ABOUT THOSE OTHER GOVERNMENT DEPARTMENTS WHOSE OFFICERS ARE ALSO SUFFERING QUIETLY IN PAIN AND ANGUISH, SUCH AS JKR?
WILL THE GOVERNMENT CONTINUE TO LET PSD RUN-DOWN THE LIVES OF OTHERS WHO HAD SERVED THE NATION WITH THEIR UTMOST DEDICATION?

THE HYPOCRISY OF BUMI MINISTERS & DECISION-MAKERS.
Permodalan Nasional Bhd (PNB) the controlling shareholder of Guthrie decides to remove Tan Sri Abdul Khalid Ibrahim from the board of directors. Khalid was removed as the Group CEO at the end of 2003 and has remain a director till the recent decision.
PNB is owned by Yayasan Pelabuhan Bumiputra (YPB), a bumiputra investment entity.“The shareholder need not give a reason on who is best to represent their interests,” Datuk Abdul Wahab, the current CEO of KGB told a press conference after KGB’s annual meeting.
Datuk Abdul Wahab is right legally, when he say that. But, the people who vote out Khalid are the representative of the shareholders, i.e. all the shareholders of YPB. So, is the shareholders of YPB entitled to know the reasons?
There must be a valid reason for removing Khalid, first, as the CEO and now as the Director -
1) Khalid must have committed a sin of failure or corruption
(but so far, there is no attempt to indict him, and we have not heard of any investigation by ACA, nor a public accusation of any malpractices)
2) Khalid has not failed in his duty to create shareholders' wealth as the financial results of Guthrie indicates so.
3) Khalid has proven to be a good and successful Bumiputra entrepreneur.
Our Mamak Minister say that we should give competent Bumiputera managers the opportunity to manage and succeed; but PNB representative Directors don't do the same - they kill any talented and competent Bumiputera managers who don't carry their balls and play their game. and PNB IS THE BIGGEST BUMI INSTITUTIONS BY THE BUMIs, FOR THE BUMIs - I FELT SAD FOR MANY OF THE BUMIs AS THEY HAVE BEEN REPRESENTED BY THE KLEPTOCRATS OF THEIR OWN.

"The Cabinet has decided not to subsidise the toll rate for New Pantai Highway which charge $3.20 one way," said Datuk Seri Samy Toll.
Well, pay for it my friend if you choose to use it - that's the Doctrine of Laissez faire, a doctrine opposing governmental interference in economic affairs beyond the minimum necessary for the maintenance of peace and property rights.
Let the market decides the survival of the wisemen. There are already a number of highways that had sufferred badly due to insufficient revenue from toll collection, such as Port Dickson-Seremban Highway, Kulim-Butterworth Highway, etc.
The people should teach those suckers a lesson by abstaining from the use of those highways that overcharge the users and let time decide their demise. Then Samy vellu will be back to save them by proposing to the Government to save them. Look at Putra Monorail and Star monorail; Khazanah save them from extinction and save Renong Billions of dollars for that failed privatization project.
In the first place, why did Samy agreed on the rate for the toll when he knows from his historical experience that the Rakyat cannot afford it? Just abort the proposed project, and the interested concessionaires will come running to reduce the rates.

CIDB NOW HAS A MASTERPLAN TO SUCK MORE FOR A FEW
After 10 years of existence, we now hear something - A Masterplan. They don't have it before (I presumed). It is encouraging news to hear that CIDB is formulating a Masterplan for the development of the construction industry and it's sustainability towards 2020.
CIDB will be inviting the Presidents & CEOs of the companies involved in the industry to help lay down the final groundwork for the Masterplan at the one day meeting on the formulation of the masterplan.
"ONE DAY IS ENOUGH SIR, TO GET THE FEEDBACK AND STRATEGIES TO DRIVE THE MASTER TO PLAN."
“WE are addressing several issues on the development of the construction sector & its sustainability towards 2020,” says Datuk Hamzah Hasan, the CEO of CIDB.
“The Vision of the Masterplan is to make Malaysia among the best construction industry nations of the world,” he said.
Among the areas covered were sustainable flow of domestic projects, foreign markets and human resources.
Based on his statement and the one-day meeting with Industry captains, what do you figure will come good for the industry?
Before I could comment, lets look at CIDB reasons for existence.

The enactment of the ACT 520 [Lembaga Pembangunan Industri Pembinaan Malaysia Act 1994] has paved the way for the empowerment of CIDB Malaysia to:

2) Carry out its functions as the enabling authority to help Construction Industry Players overcome bureaucratic obstacles
3) Play the role of facilitator by addressing the current and future needs of the Construction Industry.
Roles & Responsibility of CIDB:
1)Carrying out all activities in respect of the Construction Industry
2)Awarding certificates of proficiency
3)Establishing, expanding, promoting the establishment or expansion of companies, corporations or other bodies to carry out activities deemed requisite, advantageous or convenient for or in connection with the performance of its functions
4)Providing financial assistance in the form of loans or otherwise, to persons engaged in the Construction Industry for the purpose of promoting the Industry and providing any guarantees on their behalf
5)Imposing fees or any other charges as deemed fit for giving effect to any of its functions or powers
6)Receiving commission or payments in consideration of any services that may be rendered
REASONS FOR ESTABLISHMENT OF CIDB:
Prior to the establishment of CIDB Malaysia, the Construction Industry was a very segmented and fragmented one where various players were implementing and carrying out their own programs and activities without proper direction and guidance.
This situation has resulted in challenging issues that involved the:
1) Significant decline in construction quality
2) Acute shortage of skilled and unskilled labour, leading to an over-dependency on foreign labor
3) Lack of pertinent statistics and information required for planning, monitoring and decision-making
It was at this juncture, that the Federal Government acknowledged the need to fill a ‘vacuum’ in the Industry, which paved the way for the establishment of CIDB Malaysia as a regulated body entrusted with the responsibility of:
1) Coordinating the needs and wants of the Industry
2) Planning the direction of the Industry
3) Addressing the pertinent issues and problems faced by the Industry
4) Making recommendations in the formulation of policies for the Industry
To fulfill our (CIDB) Vision, 3 key areas have been identified:
1) Setting the stage for Industry Players to embrace new technology
2) Undertaking development and accreditation programs designed to improve construction quality delivery as well as competitive edge
3) Functioning as a gateway for Construction Industry Players to get involved in the international construction marketplace, with the aim of enabling them to earn leadership positions in overseas ventures and maintaining an open exchange of information with construction leaders worldwide.
To achieve our (CIDB)Vision, the 3 key areas have been translated to involve 4 main initiatives:
1) The development of quality services in Construction as a basis for maintaining and improving competitive edge
2) The focus on Construction Technology Development along the lines of new opportunities for innovation and cost effectiveness

NOW LETS ANALYZE:
Has CIDB effort so far (for the last 9 years) be any near their Vision, Mission, Goals & Objectives that were spelt out within their system (as published in their web). CIDB’s contribution to the Construction Industry is demonstrated via…………????? other than the India projects for a selected few crony contractors at the expense of tens of thousands of contributing members? AND CIDB IS FOCUSED INTO THIS POINT OF CONTENTION - THAT IS - GO TO INDIA, SRI LANKA, SUDAN, ETC & GET JOBS FOR CONTRACTOR & EXTRACT MORE FEES FROM THEM (PLUS THEIR OWN POCKET)
ACT 520 was established by the government to paved the way for the empowerment of CIDB Malaysia to:

What is this that CIDB can claim that they have created an environment for a vigorous development in the construction industry? What are the deliverables to-date on the subject point and what have been measured so far, i.e. the key Performance Index?
2) Carry out its functions as the enabling authority to help Construction Industry Players overcome bureaucratic obstacles
3) Play the role of facilitator by addressing the current and future needs of the Construction Industry.
Did CIDB offered any helping hands to thousands of contractors who faced problems such as labor shortages, shortage of building materials such as steel bars, and the problems of labor shortage caused by the deportation of foreign workers by the Government in year 2000? What about the abandon projects and failed projects that affects the livelihood of those purchasers? CIDB collected hundreds of millions of ringgits from contractors of these property development projects and if the purchaser suffers, what has CIDB done to help them - did they talk to the bankers to help suspend the loans for a certain period, help cushion off that period of uncertainty, or initiate actions to restore the project and get it to completion? CIDB only collects money from these projects but contribute nothing to the projects and the stakeholders!!!!!
REASONS FOR ESTABLISHMENT OF CIDB:
The challenging issues as stated, and as the very reason of the existence of CIDB are:
1) Significant decline in construction quality
2) Acute shortage of skilled and unskilled labour, leading to an over-dependency on foreign labor
3) Lack of pertinent statistics and information required for planning, monitoring and decision-making
Out of the 3 areas, what have we achieve thus far? Look into the construction projects and see who are the workers today - basically 99% foreigners consisting of mostly Indonesians, Bangladeshis, Thais and Myanmars. Do we hear of any strategic action by CIDB on how to overcome our dependency on foreign labors? NAYs! Have CIDB build up statistics and information required for planning, monitoring and decision-making necessary to help contractors in tendering and estimating? If it is, there must be available database in the website for contractors info, such as:
1) What is the price of plywood in Perak, Selangor, Johor, Trengganu and how many types and standards are available locally? What have CIDB done to help make plywood more competitively priced? Did they set up agencies to help reduce the price of plywood?
2) What about timber? Each state has different timber price and availability?
3) What about steel bars? Did CIDB talk to Datuk Abu Sahid of Perwaja and get him to commit to supply steel bars to contractors who faced difficulties in getting them, which delayed project completion.
In the SMART Tunnel project, Bakun, SMART School, Computer Lab projects, Did CIDB help contractors to have the opportunity to participate in those project and when the computer lab projects was in trouble, what was the contribution of CIDB?
FUNDAMENTALLY, THE PROBLEM WITH CIDB IS NOT WHAT THEY CAN DO BUT WHAT THEY DIDN'T DO!
Confucius says, "Till you admit that you know what don't not know, you will not achieve profound knowledge."
The Eleven functions set by CIDB that give rise to the formulation of her corporate initiatives which in turn were translated into: CIDB Helps The Construction Industry To Explore And Harnesss Overseas Opportunities - THAT WAS THE SOLE REASON WHICH DEFEAT THE VERY PURPOSE OF THE GOVERNMENT'S INTENTION FOR SETTING UP CIDB IN 1994.
The first question CIDB should consider before putting up the Masterplan is:
"How are the contractors which consists of Class A to Class F plus those in the private sectors (all of them contribute 0.25% of the contract value to CIDB) - How is CIDB going to serve them? What are their needs, what are their weaknesses and what are their lack of knowledge and competencies? What about their financial problems caused by late payment, particularly of Government projects; can CIDB provide them with some financial credit or guarantees to help them get construction materials and pay their labor wages?
There are many Class F, E and Class D contractors, particularly those Bumiputera companies that need assistance in terms of technical expertise and technical informations, including Engineering design knowledge - what can CIDB do for them?
The Mission Statement of CIDB - ”Together we develop the Malaysian Construction Industry towards Global Competitiveness.” is too far fetch; it's more a Vicious Statement than a Mission; The Mission will not be achieve as it is made in DREAMLAND. Does CIDB understand what is Global Competitiveness? Can we compete with Koreans, Japanese, Chinese, Thais? What can CIDB do to prepare the Malaysian contractors to have the competitive advantage over the other international players? What are the statistical datas that Malaysian contractors must know of their international counterparts? What is competitiveness - in terms of cost leadership, branding, uniqueness, product quality, service quality, efficiency, networking and relationship building, strategic partnership, etc? Do we have any measurement standards and benchmarks? Do we have CIDB to do research, regular and continuous research that keeps us inform? Does CIDB having collected Billions of ringgit have a full-time research team - what's the money for, what did they spent it on, where the money?

To analyze the current problem of lack of competent lecturers in Universities, including insufficient lecturers for critical courses such medicine and others, we have to take a walk back to the past Governmental management system and also the current system.
First, did the Government and the Ministers (all through the decades) have the vision and mission to manage the internal growth of talents, that is, to provide more Malaysian students the opportunities to pursue education in Malaysian Universities so that in the years to come (or we can say, since the many years that had passed) we would have created the critical mass required by the system, for the system to meet our own social & institutional needs.
The hypothetical presumption posed by Sin Chew based on the salary issues between the higher paid lecturers of private universities as compared to the lower paid lecturers of public universities as one of the factors that led to many lecturers resigning from the public universities is untrue and not the right & good reason. Singapore National University, Hongkong University, Tsing Hua university, Harvard, MIT, Oxford & Cambridge, Stanford, Warwick, etc; all these universities are also not able to compete with the corporates and many private universities who will be willing to pay high salary and lucrative compensation packages to lure those lecturers away. The questions why many are willing to stay as lecturers in these Universities (and not willing to work in corporations who pays higher) is the good system of management in these universities that motivates and provide career progression to all these lecturers, and ultimately self-esteem and self-actualization.
Secondly, it is important to understand that people come and go; every employee through the years will have different needs and wants, and at such they will need to change their own goals and redefine their objectives; and many may want to try something new, in a new field. A good management system with a long-term sustainable strategic plan will be able to bridge this gap to accomodate these needs and sustain the institution. Included in the long-term plan will be the continuous, progressive analysis of the growth and maturity cycle of the educational system - i.e. burgeoning population means more and more childrens will be vying for places in universities, and retirement plan of existing teachers and lecturers on reaching that age. The educational Ministry should have a masterplan to prepare for the growing population need for education, and also a strategic plan to continually increase the numbers of lecturers to meet the growing population of students in the years ahead, and the possible departure and retirement of some.
In Malaysia, we keep telling the people that the Government will not be able to provide places in Universties for those who did well in their education. Are we not discouraging the students not to study hard so as to achieve 4.0 CGPA, as those statement by the Ministers only served to demotivate them in their studies. If the current system is lacking efficiency and capacity as to ensure that all qualified students will be provided with a local university education, isn't it appropriate to review the system to ensure that the Government is the Government of the people, for the people, and by the people? Instead, the Ministers makes silly comments and comes up with stupid advises. We spent billions to build the Twin-Tower, a new international airport, billion-dollar Double-track railways, Putrajaya, MSC, Cyberjaya, etc. We build hundreds of primary and secondary schools as needed but those students will end up at secondary school level (the highest possible) due to the lack of public universities in Malaysia to give them graduate level education. Only those who can afford to sent their children overseas had the solution for their children; while hundreds of thousands whose family are not well-off financially will have their future defined by the Government's inefficiency, inability and incompetency.
With the current mentality of the Ministers (as shown in their response to the recent medical students' dilemma and the tinkering solutions mooted to correct the systemic failure), the chain of disaster will continue and become more critical in the years to come. As long as we are not producing more and more graduates, we will continue to face the shortages of professionals and specialists. The hospitals will not be getting the required number of doctors, nurses, and specialists, the industries and corporations will not have enough local professionals, and the Government will need to employ expatriates to manage the GLCs and institutions. Ultimately, our economic and social system will be retarded and we will all be in an abyss.
The Government talks about K-Economy, Knowledge Management, Knowledge-worker, First World Mentality - but we have Ministers from the Forth World Mentality to lead us to Vision 2020 - The Blind mens world of stupid management! And we want to be able to compete with the world's best - CAKAP TAK SERUPA BIKIN!
GLCs TO ENGAGE NON-BUMIS AS SENIOR MANAGEMENT

As I was reading the newspaper today, I came across this advertisement by Petronas which depicts a BIG-FISH tied to the trees, waiting to be grilled and eaten.
The next thing that cross my mind is - "Doesn't his picture relates to the "good" gesture by our Second Finance Minister pertaining to the offer & selection of oversea non-Bumi Malaysians for some post in GLCs?"
However hard we non-Bumis try to believe the goodwill from the Mamak, it stinks.
First and foremost, the way the offer was made by the Minister, it depicts that the Government is owned by the Bumis (only) and the consideration by the Bumi Minister for some non-Bumis to be part of the GLCs' management are golden opportunities for non-Bumis to earned a good-salary and a rare opportunity to be part of the system - that is, we have NO rights to be there unless otherwise given!
The way Noh Yakcob had depicted, smells RATs and SKUNKS! He further relates the offer to organization that is owned by non-Bumis and said that "NON-BUMI companies should not give token to Bumis for senior management employment. It sounds as if, "if you don't employ more Bumis, we (the Government) will not employ non-Bumis." WHO OWNS THE GOVERNMENT? "ARE WE NOT ALL MALAYSIANS, MR. MAMAK?"
IS THAT THE WAY THE GOVERNMENT TIE THE FISH TO THE TREES FOR DINNER?
As Malaysian citizens, irrespective of race and religion, all our rights are enshrined in the constitution; that is, the Government, (for the very reason they were elected), do have an obligation to see to it that competent Malaysians of all races are included in management system, and that they are also provided with equal employment opportunities (at least within the quota system) within the Governmental system, and the Bumis have certain privilege as provided for, to assist them (and only to assist, NOT taken for granted as a special priority) to enhance their economic status, which all of us non-Bumis are not against - it is good for the Nation.
We did not seek the quota system; we prefer the meritocracy system; but not bullshit meritocracy system - to lie to all Malaysians that you Ministers believes in meritocracy. Even if all the Bumis are selected to position of management of GLCs based on true meritocracy, I believe, we all are happy.
Having competent Bumis to manage the GLCs which will ensure good governance and an ability to increase shareholders' wealth (i.e. the Government will earned good profit to pay for our national development), we Non-Bumis will be extremely proud of them.
But look at most of the GLCs at the present state - they survive due to the Government's protectionist policy and non-competitive policies, and they compete against fello Malaysians; not foreigners. Examples are Proton, SEDCs, Telekom, TNB, Govt. Printers, etc.
Proton cars are selling because of the extremely high duties and taxes IMPOSED on foreign cars. Try lift those taxes, and let's see PROTON'S competitiveness? Telekom Malaysia survives largely on income from monopolistic fixed-lines telephony and a strong-barrier of entry for foreign competitors. TNB is totally monopolistic. Care to make a competitive analysis on other GLCs, dear Minister?
The North-South Highway was awarded to PLUS on a Privatization Basis - BUILD, OPERATE & TRANSFER (BOT) and included those portion of works that had already being completed and paid by Malaysian Highway Authority (MHA) - which is the Government itself. PLUS collects toll for all, without paying for the expenses for constructing hundreds of kilometers of roads - SIAPA TAK-BOLEH UNTUNG?; who cannot make money in this way?????
And now, PLUS is proposing to the Government to pay for the proposed reconstruction of the Jelapang Toll & Ipoh Selatan Toll which, the submitted estimated cost was $240 million of which, the cabinet has agreed to pay $120 million; i.e. PLUS will foot half the bill. Is it true that it will cost $240 million or if an independent estimate is made, we may find that $120 million is far too good a price? (see: NSTP 15th. June 2004 article) Take the example of the Double-track railway which was estimated to cost $42 billion till Gamuda-MMC countered offer at $14.4 billion. Is this competency? Is this meritocracy or mediocrity? Are we non-competitive and incompetent to be competitive? All this questions can be answered - IT IS FAIT ACCOMPLI & AFORTIORI!!!!!!!
Samy Vellu said that it is expensive for the Government to lower toll rates as the Government will have to pay compensation to the concessionaires to reduce the toll rate that was agreed as per the contract. In the first place, did Samy ever consider the extreme high cost estimates submitted by the concessionaires when approving the privatization deal? Most concessionaires submit fictitious extreme high costs of construction and financing of the privatized deal and hookwink the Minister into accepting a proposed high toll rates during negotiation and acceptance. After that, they will later negotiate with the Government to reduce the toll rate and get lump sum cash compensation from the Government to subsidize their pockets; which actually is "BUTA" profit! The financing as estimated was based on foreign fundings but when they get the privatization deal, they lobbied the Government to get EPF to finance them at a much lower rates, without reciprocal reduction in their contract sum. THIS IS OUTRIGHT ROBBERY AND ONLY FOOLS CAN'T SEE THOSE CHEATERS. And you can see why EPF can only pay 5% dividend. Example of such organization who got privatized projects and seeking EPF fundings are Bakun and SMART Tunnel project, (plus YTL power-plant project many years ago). There are many more!

June, the Star reported that a medical degree graduate from Akita University in Japan who is there on a PSD scholarship was shock to find out upon return to Malaysia that Malaysian Medical Council (MMC) do not recognized his qualification. At such, he will not be a qualified doctor even with a good qualification.
Then on 16th. June, the Star reported again on another PSD sponsored graduate, also back from Japan Chiba University in 2001, who immediately applied for a medical doctor post at Government hospital, and was told that his qualification is not recognized.
In the Utusan Malaysia article today, Chief Secretary to the Government Tan Sri Samsudin Osman said the outcry over PSD sending students to non-recognised Japanese universities would be explained to the Cabinet today. He said that the recognising of universities was not the task of the PSD but a committee known as the Recognition of Qualification Committee.
SO NOW - WHO THE HACK IS RESPONSIBLE FOR ALL THESE SHIT? IN MALAYSIA, WHEN THINGS GO WRONG, PARTICULARLY WITH OUR GOVERNMENT SYSTEM MANAGEMENT, EVERYBODY IS NOT RESPONSIBILE - CHEERIO MALAYSIA BOLEH TO MAHATHIR & HIS LOOK EAST POLICY.
