CID chief blames banks for ATM robberies

Federal CID director Commissioner Datuk Mohd Bakri Zinin said: "Banks and financial institutions are primarily responsible for the robberies that occur at their outlets".

He said the recent spate of robberies of and from the automatic teller machines (ATM) was due to their negligence.

"We have found that most banks and financial institutions do not upgrade or maintain their security systems like they are supposed to.

"Our findings also show that some robberies involved staff and security personnel that the banks failed to monitor properly," Comm Mohd Bakri said this at a news conference at Bukit Aman federal police headquarters.

I was just wondering about the statement above...

There was a robbery case in Jalan Klang Lama where the robbers uses the backhoe excavator to drag out the ATM machine. How the hell can the banks monitor properly? And how the hell it relates to the banks' "upgrade of their security systems like they are suppose to" as claimed by Comm Mohd Bakri.

It really puzzles me on the statement of surreal facts and surreal knowledge.

On 22nd June, 2008, an ATM machine was “excavated” from a petrol station in Batu 6½, Jalan Klang Lama.

A man driving an excavator had pulled up at the station at 5.30am and the operator drove the excavator into the glass door. Using the articulated arm and bucket of the excavator, the thief managed to tow away the ATM machine.

Khairy's in his CTOS Hypothesis

Khairy, the PM's son-in-law, said he noticed that most of the people on CTOS blacklist were Malays.

"We don't know if they had a hidden agenda but it is a coincidence that those victimised are mostly Malays?" Khairy said.

Is this a racial issue too? Coincidence? There is no coincidence; it's factual published materials of factual existence of facts that existed in the databases of banks, courts and law journals.

The issue with CTOS was centered on the legality of distribution of private databases for commerical usage for a profit and the legal duty of care imposed on the party who sold such information for a profit whether it include the duty to update informations.

Why has CTOS issue used as a racial conspiracy?

What will happen to the nation if any and every issue of the society is construed within the context of conspiracy theory of races and religion?

This rapidly develops into a psychic epidemic. The chimerical ideas, upborne by fanatical resentment appeal to the collective irrationality and find fruitful soil there.

There are, therefore dangerous sources of infection as this so-called normal people possesses only a limited degree of self-knowledge though they may parade distinctive qualification.

Today, it is recognized that the task of medical doctors consist in treating the sick person, not an abstract illness.

MayBank Debates Continue

Yesterday, Perak Malay Chamber of Commerce youth chairman Saiful Adli Mohd Arshad said the chamber fully supported Maybank’s requirement because it would help increase bumiputra equity, especially among professionals.

Maybank should always be “fair and just” to all, said Datuk Seri Abdullah Ahmad Badawi.

The Prime Minister said the bank’s requirement that legal firms dealing with them must have a bumiputra partner with at least a 50% stake was never a government directive.

“It was their own internal administrative policy,” he said.

Catrade Sdn Bhd chief executive officer Datuk IIyas Mohamed said the Cabinet directive appeared to be inconsistent with its own policy of assisting Malays in getting their share in the distribution of the nation’s wealth.

However, a Malay newspaper reported yesterday that Malay intellectuals were asking for Maybank to retain the 50% bumiputra stake requirement.

Asked about this, Abdullah, who is also Finance Minister, said there was “no need to ask Maybank to do this and that.” “They know what is needed,” he added.

MayBank Debate: Lessons Learnt?

Give credit where credit is due.

In response to the MayBank discriminatory policy and the subsequent action and direction of the cabinet, Hishamuddin said the MayBank's policy and it's directive was not just an internal matter. According to Hishamuddin, the bank's approach was wrong as such acts could create misperception and anxiety about government policies.

"We are in our 50th year of independence and people want to learn from our system, and here we are bickering about a matter that shouldn't have surfaced at all. This is a lesson to us as a multi-racial nation, that a small matter like this can be sensitive."

Hail Hishamuddin! Call him a turncoat, but he do have the intelligible sense and morality to say the right thing and state it openly in public.

I do not agree it is a small thing as every evil begins from something small but insidious. It could set a precedent and virulent practices which goes against the rule of law and morality. Evil rules and policies could become a convention and ultimately presumed by a community as a right and privileged enjoyed and demanded.

Will there be consistencies and concurrence in those who have the power and influence to dictate the system of administration based on similar ideological and political conviction. Somehow, I am paranoid but I want to psychic myself to believe that good common sense will prevail and that there is hope of a better system based on natural justice and the rule of law.

MayBank Policy Paradox

The Star reported that the Cabinet had ordered MayBank to withdraw the discriminatory policy requiring law firms to have at least 3 Bumi partners and at least 50% Bumi shareholdings.

In a statement yesterday, as reported, MayBank said the guidelines have been reviewed and revised to reflect the concerns of the various parties.

"Moving forward and with immediate effect, ..."; that's the fantastic choice of words used by MayBank to soothe the affected parties.

In the NST report, DPM Najib was cited to have said that it was the government's policy to encourage GLCs to give work to Bumiputeras and non-Bumiputeras.

"There should not be any 'Hard and Fast Rule'. There should be effort to help both sides," Najib was quoted to have said.

Asked whether the government would direct MayBank to revoke the requirement, Najib replied: "I think as long as they know what the government's policy is, they should understand it."

It does seemed that Najib didn't know that the cabinet had already directed MayBank to withdraw the policy, or, he is suggesting some reservation as to the policy.

What surprised me and puzzled me was his further statement below:

"It was unfortunate that the policy was sometimes interpreted by certain quarters in their own way. ...There are times when you (the GLCs) need to give work to Bumiputera companies."

This really puzzled me. Who interpret the policy in their own way? Was it the officers in the GLC or was it those who voiced their dissent? Secondly, Najib seems to highlight that GLCs at times need to give work to Bumi companies. I thought this is afortiori... almost all GLC contracts are given to Bumis and most of it are given to UMNOputeras. Observed Telekom Malaysia, PNB, MayBank, Khazanah, Sime Darby, Petronas, and institutions such as JKR, DID, Bandaraya and local councils, and you will discover that almost all the projects are prequalified to be "For Bumiputera registered contractors ONLY". If you have not forgotten, there were instructions to local councils and government departments that office stationaries and spare-part supplies are also to be awarded to Bumiputera-registered companies. Mahathir's son was awarded Telekom's projects, Scomi too, and all my Bumi friends too, except those who have no political links to UMNO.

So, do we Malaysians need to be reminded that GLCs need to give some projects to Bumi companies? Fait Accompli!!! All PWD Turnkey-Design & Built contracts are awarded absolutely to Bumiputera registered PKK companies. All Class F contractors are Bumis absolutely. So does it make sense to say that - some projects must be given to Bumi? It will make greater sense to say, 30% be given to non-Bumi as they are Malaysian citizens by default and under the constitution, they are granted equality within the law.

Surprisingly, some of the non-Bumi banks were directed by policy decisions from Bank Negara to comply to the policy as was issued by MayBank; yet they don't dare to announce it...they feared, they feared reprimand. Public Bank was observed to have issued the same policy; they need to confirm whether it was true; but I was told.

MayBank admit Bumi Ruling

MayBank admited that they had introduced regulations that required all their business partners to have minimum 50% Bumi control and have at least 3 Bumi partners.

The Bank said they are flexible and may consider to review that policy if necessary.

Why did the bank and another had to introduce such policy? Is it NEP or is it because they are owned by Khazanah and the government. Therefore, it could be imputed that it's a government policy.

Don't such policy require to comply to the constitution? Article 8 of the Federal Constitution which clearly states that all persons are equal and there should be no discrimination based on race.

Meanwhile, Samy Vellu said he had proof that Anwar did not help the Indians when he was DPM.

Why didn't he speak it out when Anwar was DPM? Was he afraid to do so at that time? Wasn't he afraid to speak out now too, against those discriminatory policies by the current power that is?

So, you can see, the MIC and MCA can also speak out about the bd policies of those who are no more in power.

Discriminatory Ruling

Two major banks had issued letters to their legal firms requiring all those legal firms contracted to comply to a new regulation to have a minimum of 3 partners who must be Bumiputeras and with a minimum 50% Bumi stakes in their firm before they can do any business with the banks. The letter was sent to all legal firms last month.

The Bar Council has cried "Discrimination". Edmund Bon said, "this gives an impression that race is more superior than work. It is also a breach of Article 8 of the Federal Constitution which clearly states that all persons are equal and there should be no discrimination based on race."

What would had happened should some of the other non-Bumi banks or companies would follow suit by issuing such notices to their Bumi counterparts requiring them to also give 50% shares to the non-Bumis if they are to do business with them? Would there be economic war and would UMNO Youth go to the streets and protest by burning down the Chinese Assembly Hall again?

The Prime Minister and Deputy Prime Minister said Malaysia do not practice discrimination. MCA and MIC also concurred that discrimination policies do not exist. Did it exist? The people of Machap and Ijok should by now opened up their eyes.
