Bumi's New Dilemma

Malay Chamber of Commerce Malaysia (DPMM) is upset with MMC-Gamuda

THE Malay Chamber of Commerce Malaysia (DPMM) is upset that it will not be allowed to distribute part of a RM12.5 billion rail contract to Bumiputera contractors.

MMC-Gamuda, the contract's main developer, rejected DPMM's request to grant the power to the Chamber to select and award the Bumiputeras' portion of the contract that's worth RM3.8 billion.


DPMM head Syed Ali Mohamed Alattas said the body will complain to the government. He also plans to meet Second Finance Minister Tan Sri Nor Mohamed Yakcop.

"We deem this as a serious matter and has challenged our dignity in safeguarding the interest of the Bumiputera businessmen," he told reporters after chairing DPMM management committee meeting in Kuala Lumpur yesterday.

According to him, the consortium said that DPMM may not be in the best position to avoid delays in the project.

"We in DPMM will ensure that the allocations be given to the experienced and good as well as quality Bumiputera companies.

"We would not want a situation where the projects are given to Bumiputera contractors but later sold to other races like through the Ali Baba concept," he said.

He said DPMM will ensure that only its member companies that are committed and responsible will get the jobs.

So, we now have a new Bumi dilemma. Malay Chamber of Commerce said they are the authority to distribute the Bumiputeras' wealth of projects. But there are also many other Malay associations and societies who may also want to champion the Bumi's "special rights". We have Gabem too. We also have GPMS and other Chambers of Commerce in every state. The rail project is running through Perak, Penang, Kedah and maybe part of Perlis which also have their own Chambers of Commerce. And again, we also have Chinese and Indians Chambers of Commerce who, if given the precedent, may also insists on their rights and privileges.

Other than the chambers of wealth, we also have political parties who represented the various races and may also insist that they be given such rights.

Business in Malaysia is getting more and more complex. You now can't do business in the way you want it. You have to beware of the powers and influences of many of the associations and institutions who claimed they championed their creeds and colors. Business is now dissected as race-based. At the phrase of award by the government, it's awarded to Bumiputera or Bumiputera-majority owned companies only. After award, it's again the Bumi issues on the portion to be distributed. As for the non-Bumi portion, there's no problem as MIC and MCA or Gerakan don't care much.

So, business is now about political powers and connections; not just political connections to get projects but beware of the other political institutions and social institutions who also uses political patronages and attachments to put pressure on the government to force you to act the way they want things to be done.

Analyzing the whole scenario, it is better for those companies to donate some monies to each and every social and political organizations to shut their mouth so that you can do your business in peace. Otherwise, they break you into pieces.

Malaysia, oh Malaysia; what have we become? Land of opportunities or Opportunists?

The Bumi dilemma can't end and even the fulfillment of the NEP would not end their own dilemma. And Bumi concessionaires or contractors can't team up with non-Bumi without these hassles and transgression from the mass Bumi institutions and organizations who claim the rights of ownership to any wealth available from anyone.

Just give them all your money and you'll be fine and at peace. We are a welfare state, says Zam.

bullshit, it's not bumiputera here but malay. the bumiputera here is MISLEADING, coz the members of "Malay Chamber of Commerce Malaysia" are malay, not iban, kadazan, murut, bajau, etc. it should be stated "(DPMM) is upset that it will not be allowed to distribute part of a RM12.5 billion rail contract to Malay contractors"

contracts should be bidded in an open and transparent system. not given out. mav, you brought out a salient points, what about others bumi interest groups in the respective state?

The game hasn't got scarce..in fact the corridor of projects is about a trillion dollar.

The society, a portion of it, has become bulimic. The politically influential guys have big big dreams; all wanted to be billionaires and they don't want to work; they want the power to get quick bucks.

You know what? DPMM said only they can ensure the Bumi portion will not be Ali-Baba-ed. But you will know that they themselves are Ali-Babas.

The company that best can do the job ought to get the contract. Bumi or no-bumi.

Haiyah, but then this is debated a zillion times liao. This is the reason why our country is still so charm....

why is a chamber of commerce authorized to handle money and projects?

a chamber of commerce can recommend her members as potential contractors to businesses but to insist that they have the god given rights to disperse funds and projects to their "selected" members without having to go thru open tender exercise...???

does this mean that in future all businesses cant engage contractor direct but have to go thru some stinking middle man?

so let's see.. if i have a project estimated at 10,000. Wanted to engage mav direct at 3000 but CANT becos i have to go thru mav chamber of commerce - they ask for 5K becos they insisted mav charge them 5K so i have to give them 5K lowering my profits. what to do? i then have to increase my project estimate to 15k to recoup.

in reality mav only get paid only 2.5k...after the introduction fees etc... is this how it works mav?

You are not seeing the picture; here is a Bumi contractor JV with a Plc of which the 30% compulsory portion is already taken up by Syed Mokhtar for his subsidiaries; so how to give it to other Bumis?

The CoC is not authorised but wanted the power to award sub-contract which is $3.8b and if its 10% commission or finding fees or consultancy renumerations, that's ...do your mathematic.

so you believe that after syed mokhtar has taken his 30% share for bumi, he can then sub the project to the non bumis? dont you think the government would respond to the bumi commerce asap? right/ wrong, not the issue here.

I do not know or care to know which sub-contractor Syed Mokhtar will sub the job to; but I am certain he will pick the sub-contractor who is competent and have the capacity without consideration of his skin color or creed. That's a trait of a good businessmen.

What I am saying is that the Malay Chambers of Commerce will not be in a better position to pick the best sub-contractors who can perform because they do not carry the risks and financial losses as Syed Mokhtar would.

The Chamber cannot claim to be the protector of Bumis; for they themselves are Ali-Babas.

Ali Baba IS the word that best describes the DPMM. DPMM has effectively created an Ali Baba industry out of everything. It's a parasite industry, sucking the economy out of the competitive world.

They sit back and want a cut out of every contract even if they don't get a contract awarded to them.

Our govt respond to everything; but gave no answer to anything.

It's the same thing with Bernas issue. Nobody can do nothing.

Actions will also be effective if it benefit Pak Lah's family. They don't care about all the Malays, even those in the Chambers.
