The United States has slap sanctions on Shah Hakim Shahzanim Zain, the CEO of Scomi and 12 other individuals on alleged nuclear smuggling and involvement in nuclear proliferation activities.

However, the Scomi Group had distance itself from any linkage with its CEO Shah Hakim Shahzanim Zain to alleged nuclear-smuggling.

“The designation of Encik Shah Hakim by the US State Department is in respect of his personal capacity and does not involve the Company,” said a press statement issued by Scomi.

The decision by the United States to slap sanctions on the businessman said to be close to Kamaluddin Abdullah, the son of Prime Minister Datuk Seri Abdullah Badawi, has reignited debate over the level of involvement by Shah Hakim and his associates in a nuclear-smuggling network headed by rogue Pakistani scientist Abdul Qadeer Khan.

Kamaluddin is also a shareholder in Scomi.

Also sanctioned were 12 other individuals, including Khan and Buhary Syed Tahir, a Sri Lankan businessman and a Malaysian permanent resident who was recently released after being detained for four years under the Internal Security Act (ISA).

The sanctions, which the US State Department said comes after a “multi-year government review”, mean that the American government will not do business with those who have been censured and they will also have their assets and funds in the United States frozen.

The statement by Scomi also added that Shah Hakim has not been notified of the action taken by the US State Department.

The nuclear smuggling ring was exposed in October 2003 when European intelligence officials intercepted a Libya-bound shipment of centrifuge components produced by a Scomi subsidiary.

Scomi executives have maintained that they were never involved in any nuclear proliferation activities and insisted that the company was misled by Tahir, who was a key associate of Khan, into manufacturing centrifuge parts for unspecified overseas customers involved in the oil and gas industry.

Tahir’s wife was formerly a shareholder of Scomi.

Both Scomi and Kencana will be bidding against each other for the various oil-and-gas projects from Petronas.

Scomi is associated to the son of the current PM and Kencana is son of the ex-PM.

It will surely be an exciting play by both.

Oil and gas company of both Prime Minister's children bids for more than RM3bil worth of projects from Petronas

it's busy time for the oil and gas industry with the many development activities taking place.

It is also widely known that there will be more field development activities in existing and new fields, with deepwater and marginal fields creating opportunities for growth.

The level of investment in the exploration and production of oil and gas industry in Malaysia has increased by an average annual rate of 17.9% between March 31, 2000 to March 31, 2006.

For investors wanting to ride the commodity cum oil and gas wave, another chance has offered itself in the form of main board bound Kencana Petroleum Bhd.

It has all the ingredients of an exciting play, and is perhaps, a little similar to oil and gas darling, Scomi. In 2003, when Scomi made its debut on Bursa Malaysia, it attracted significant interest, largely due to the fact that its controlling shareholder Kamaluddin Abdullah is the son of Prime Minister Datuk Seri Abdullah Ahmad Badawi.

In the case of Kencana, the executive chairman and largest shareholder is Datuk Mokhzani Mahathir, son of former Prime Minister Tun Dr Mahathir Mohamad. Following the listing exercise, Mokhzani will have a 53.54% interest in Kencana via wholly-owned Khasera Baru Sdn Bhd.

Presently, Kencana is bidding for RM3bil worth of jobs. Track record wise, the company has completed jobs in India, New Zealand, Thailand and Australia.

It expects to win up to 30 per cent of these bids, group deputy executive chairman Chong Hin Loon said earlier this month.

Earlier this year, Kencana clinched its biggest contract worth RM790mil from the Thailand-Malaysia Joint Development Authority to build an offshore oilrig facility some 150km from Kota Baru.

Kencana is one of seven companies (including Scomi) licensed by state oil firm Petroliam Nasional Bhd to build offshore production platforms. It has a 21ha fabrication yard in Lumut, Perak.

Will it be a healthy competition between the two prime ministers' children?

Will they form strategic alliances?

Will Petronas face problem with the two organization bidding for the same project? Or will Petronas try to give both equal projects on a "win-win basis"? Is there such thing as a win-win?

If there is win-win for both Kencana-Scomi, then who will be the loser? Petronas? Or, will it be Petronas-Kencana-Scomi Win-Win-Win, and the rakyat the loser?

The latest news is that Tycoon Quek Leng Chan of Hong Leong Bank had bought 12% to 15% of Kencana's shares from existing shareholders.

Quek recently sold his shares in OYL Industries Bhd to Japan's Daikin Industries Ltd for RM7.61 billion.

What is Power? What is the implied effect of "Power to Influence"?

However, it can be assumptions ,or, in itself, a presumption of facts.

"No projects was given to Scomi by me and I did not grant permission for the award. It was given to Scomi based on tender!

The Paradox of Prime Minister's Children

The Law of Equity always presumes that 'no one intents to make a voluntary gift to another unless there is a special relationship between them.

Similarly, it can be presumed that "no one will voluntarily and without an intent to benefit eventually" do an altruistic act unless there is a special reason and special favour or special relationship. Criminology says "The required Mens Rea" must be present.

However, this may not apply to every case. I like to believe it did not apply in this case as Pak Lah is an honest man. Abdullah said that since he became Prime Minister and Finance Minister, his son, Kamaluddin and his son-in-law, Khairy had never abused the family ties to get government projects.

This is Pak Lah's statement:

"Kamal(uddin) never misused his relations with me."

"Kamal was never involved in local companies or concessions. No."

"He never asked any help from the Government."

"Never in anything that needs bailout,” Pak Lah said.

Pak Lah finally broke his silence. We must believe him; Kamal never ask for any help from the govt in anything that needs bailout; NEVER, up to this period of time.

But, I am a bit, just a bit, perplexed when Pak Lah said Kamal was never involved in local companies or concessions. Somehow, quite often, I read and hear that Kamal owns Scomi and Scomi are recently so active in their businesses locally. Aisehman compiled quite some information for me to ponder.

This is Aisehman's poser:

1) Scomi Group Bhd is believed to have won a contract worth as much as RM50 million from KTM Bhd, the national railway company, to overhaul and maintain its wagons, sources said yesterday. Mail Money was told that the contract is for five years, and will involve the maintenance and overhaul of as many as 1,000 wagons. The contract was awarded last year by KTM, after it had invited several companies to participate in a closed door tender exercise. Isn't KTM a GLC?

2) Scomi Group Bhd will submit a bid by the end of March for a contract worth some RM120 million to make body parts for about 400 buses for state-owned Syarikat Prasarana Negara Bhd, sources said. Scomi is also pitching for another job from a big GLC (government-linked company) to manage its fleet of 6,000 vehicles. Isn't Syarikat Prasarana Negara Bhd a GLC?

3) Scomi Marine Bhd has received a letter of intent from TNB Fuel Services Sdn Bhd for a coal shipment contract for three years from Oct 1, with an option to extend for another two years, the company said. Scomi Marine told Bursa Malaysia on April 14 that under the contract, it would be required to transport 500,000 tonnes (with 20% variation) of coal from Australia, Indonesia and South Africa yearly. It said TNB Fuel Services would determine the actual quantity of coal to be transported and from which country upon finalisation of the contract. Isn't TNB a GLC?

And this:

4) Scomi Group Bhd, an oil services company, has won a contract from Petronas Carigali (Turkmenistan) Sdn Bhd to provide drilling fluids and other services for exploration works in Block 1, offshore Turkmenistan. ... it is estimated that the contract would contribute about RM57 million a year to the revenue of Scomi, it said in a statement yesterday. Isn't Petronas a GLC?

5) But how come Scomi was such a "non-entity" before October 2003? The timing sure sucks.

Wah, Aisehman must have some quite some time to collect and collate these information.

So this statement: "Kamal was never involved in local companies or concessions. No." by Pak Lah may have to be re-worded or re-explained. Otherwise I am a bit, only a bit, confused. Maybe, my English is not so good. Maybe, Zam and Nazri can come out to help re-phrase or explain this.

PM Abdullah said his son Kamaluddin had to find projects overseas because he did not want his business to be linked with his father.

“If people ask, why go overseas, he (Kamaluddin) will say, 'Father (Abdullah) is the prime minister, it’s difficult to earn a living locally'. Of his contracts, his business, 80% are from overseas. That is his livelihood,” Pak Lah said.

From the local media information, it doesn't seem correct that Scomi's group of companies are having 80% of their business overseas. It's more like the other way round. I don't know; I am confused again. I need clarification. Can NST post some answers to help? I am sure Kalimullah will be able to help on this as he had help Khairy with $9 million loan to buy ECM-Libra. Kali is a good friend and quite intelligent; he sure can help. Otherwise, Nazri and Zam can also help.

Sometimes, or very often, I observed that it is not the children's fault. They probably didn't asked for any help or favour. There are quite many businessmen who are ever so willing to give helping hands to childrens of ministers. They will do anything and everything within their means, and at times, beyond their means, to assist and catapult the "special children" to prominence and extreme prosperity. It's what we called "AbMoral Norms" or some say it's "apositivism". However, there are exceptions too. It's not good to guess as we can guess wrongly although at times, rightly.

However, sceptic said these "special" children need not ask expressly for favor, that, their body could exude telepathy and those Clairvoyant sik cho yan (knowhow to ...).

How I wish I am a son of a PM. Oh, by the way, my son just called to tell me that he is the son of a PM. He asked why is it that his father doesn't have those altruistic and rich bloodfriends that Kamal and Khairy had and he can't even get a $9,000 friendly loan? Ya, I m a PM by profession, ya, but it's project manager; he was absolutely right (son, can you be friendlier to your dad????)

Maybe, Kali would consider to help me out because I am PM too? Maybe, Petronas, KTM,TNB, ECM-Libra or Prasarana Negara can help give my son one or if possible two projects? I am PM too; please, please, please (fuck, they don't read by blog!!!!) I am sure Mahathir would not Kacau you guys???? (My gf just called and said she had decided to befriend Kamal and Khairy because I can't get her $9 million; fuck, why should I tell her this story as she don't read newspaper; I should bluff her that the twosome was a broke pauper).
