Hindraf did it! Indians got it!

Hindraf's leaders - P.Uthayakumar, V. Ganabatirau, M. Manoharan, R. Kenghadharan, T. Vasantha Kumar and P. Waythamoorthy, can now smile and celebrate. Their programme had achieved the set objectives for which they had set out to do although the glory will go to MIC; but it doesn't matter as the Indians are the beneficiaries.

Deputy Prime Minister Najib Tun Razak had assured Indians that the government would now, after 50 years, finally, address 7 major issues faced by the Indian community. They are:
  1. Greater employment and promotion opportunities in the civil services;
  2. Better educational opportunities in public universities, especially in critical courses;
  3. More scholarships;
  4. Greater access to entrepreneurship training and micro-credit loans;
  5. Equitable participation in the share market;
  6. More effective urban poverty eradication programme; and
  7. Dedicated mechanism to monitor the public delivery services.

Though 5 of them are in detention camp at Kamunting, Taiping, and Waythamoorthy had to remain as a political refugee in a foreign country to evade arrest under the ISA.

All of them - including all those who were mistreated at the recent rally on 25th November 2007, plus all those who had participated to give the rally such an impact - they are the real effective champions of the Indian community because they ultimately cause the government to eat their pride and ego and forced to make promises which are illusory and imaginative.

If the government have such an intention to make good their defects, and want to show they had such intention, the first thing as of now, since it is election time, is affirmative actions, that is, to give more seats in parliament to MIC as a show of sincerity. MIC had only one Cabinet Minister for the past 2 decades.

But to do so, will be to sacrifice others in the BN. Who then would be sacrifice? MCA? No, because Najib and Pak Lah had made similar promises to the Chinese. Gerakan? No, because they too had only one Cabinet Minister.

So, who then? UMNO? That's the only likelihood if the PM and DPM are going to keep their words as promised, as good Muslims shall not lie.

Well, for a start, the promises comes with some conditions. Najib told the Indian community that MIC must re-engineer themselves to stay relevant.

What does this mean?

It must mean that MIC must win all the seats they had previously won to prove that they remain the main representative of the Indian community in this country.

What happen if MIC fails?

Well, lets say all Hindraf's leaders who contested won, they could effectively be considered the new voice and representatives of the Indian community even though they may be contesting only 5 seats.

Then what will happen? Well, UMNO will quietly invite the 5 to join Barisan and MIC becomes a yesterday entity, just like the PPP of SP Srinivasagam.

And the new 5 Indian heroes will champion the Indian causes? Yes and No! They will get the glory of rhetorics and they will be forced to make all sorts of promises which they can't keep as they do not have the effective voice to be heard. They eventually will be what MIC and PPP had been and become subdued, subordinated and submerged.

But will they? Will they forget their principles for which they fought for? Yes, because they will be made rich by the system and they will be riding on the same gravy train as was Samy and his cadre.

Then what? Then, the Indians will have to wait another 50 years, and by which time we will have a new Hindraf, maybe, another new groupings with another new name, such as Indraf, and they will be fighting for the same damn thing. It's call, History do repeat itself.

So, it seems UMNO is the loser this time around? It seems to be!

But will UMNO members get angry and vote for PAS? There is a likelihood if the Malays become disgusted.

Why should they? Because, traditionally, over the last 30 years or so, greater employment and promotion opportunities are only given to them and no others. 99% of the director-generals of public services are Malays; the similar scenarios can be seen in city hall, government-link companies, uniform services and diplomats. All Design-Built-Turnkey contracts are exclusive and only Bumiputera majority-owned contractors can participate, and all Class F contracts are exclusive for Bumiputeras.

So, if let say the PM and DPM are so damn sincere and intend to keep their promises this time around, who will be sacrifice to make way for the extra benefits of the Indians, for everything must sum up to 100%, and if Indians are given an extra 1%, it must come from someone, or from a creed who would have to sacrifice the 1%.

But we can't say the Malays are sacrificing the little? Ya, they are going to sacrifice the little of what they had taken from the others over the last 30 years.

Will it work? Yes and No!

Why? Because the promises are made for election time only and after election we have the UMNO general assembly which will be the time for calls to make changes to the previous status quo, and maybe, a little more of what they don't already have.

Like that also can ah? It has always been so, and will remain so.

But will the people believed it knowing the outcome had always been so? Well, they are fickle minded type and will remain as they always had been, which is why the top leaders dared to so many promises for which they know they need not keep. They also know that they can re-promise, promise to make further more promises, and reinvent past promises.

Are you sure that there is such thing called re-promise and re-invent promises? Ya, go read my news archives of all those promises in 2004, 2005, 2006 and 2007. There are just too many and I am not able to provide the link here. That's why my blog is named after the promisor of broken promise.

Dear PM, Where is your Big Ears?

Dear PM,

I do agree that national stability is of utmost importance and that public freedom would have to be sacrificed when necessary, but only if the national security is at stake.

But national security is not self security, nor security to ensure that you stay in power by sacrificing the people of the nation. At such, when you dwell on national security, it must be the security of the nation as a whole, that is, the nation is threatened by external forces bend on destroying the social fabric and cause turmoil, insecurity and the destruction of peace.

However, the lawyers walk for freedom did not at any instance threatened the national security. They were responsible people and had carried out their walk in a peaceful manner, to commemorate the International Human Right's Day. By contrast, when Khairy led a group of people to the American Embassy in Kuala Lumpur, they were shouting and behaving mischievously. Yet, you did grant them the permission to act like hooligans. That event in fact can be construed as a threat to national security; yet nothing, nor any legal action was taken against them. is it because he is your son-in-law?

Dear PM, please do not take our freedom for granted. Please do not take our rights for granted. You said you have big ears and you did hear us; but so far, it seems you have little ears and are only listening to the few that surrounds you.

You are suppose to be the leader of a nation, not a leader in your family, nor a leader to you kitchen cabinet.

So, please Mr PM, get out of your cocoon and start observing the peoples' plight and frustrations before they decide to vote you out.

"Three years is not enough to do work as there is still much to be done," Prime Minister Abdullah Badawi said.

3-years is not enough to do work? Pak Lah, how many years do you need? 10 0r 22? You may not have 3 more? Are you calling Malaysians to give you another 3-term?

"People can expect to see a lot of results by mid-next year,"Pak Lah said.


Dear PM, do you remember what you said last year that it's time to walk the talk? That was 2 years ago, then last year you repeat the same line. Now, you said again and it has to be middle 2007? By then, it will be election year 2008 and you may have to repeat it the 4th time?

But, it seems I had heard it quite many times before.

Another Doctrine - This time, for GLC

A transformation manual has been launched for government-linked companies (GLCs) to help them shift to a higher gear and become “global champions” and “best in the class” companies.

Prime Minister Datuk Seri Abdullah Ahmad Badawi unveiled the manual, which included strategies aimed at enhancing corporate governance, developing leaders and clarifying social obligations to steer the GLCs through this transformation.

“Malaise and inertia will constrain us, as will outdated thinking and old mentalities.

“We must move forward and be able to take the GLCs to a new level of performance,” he said yesterday at the launch of the GLC Transformation Programme here.

Abdullah noted that the country is now facing “considerably challenges of the future,” particularly towards accomplishing Vision 2020. The journey, he said, was “not a mere walk or run on a flat smooth field” but rather a “treacherous climb up steep and dangerous mountains, with grave obstacles and precarious hurdles along the way.”

“The imperative for us in Malaysia is to change and to transform; to raise our productivity and to value add, to move to a higher plane of performance and merit; and to do it now, not tomorrow, certainly not next week or next month,” he added. The GLCs, he said, as providers of mission-critical services like utilities and infrastructure, must reform into high performing organisations, which would take Malaysia to the next level of development.

The 10 initiatives outlined in the “transformation manual” are:


  1. Enhancing board effectiveness;
  2. Strengthening directors’ capabilities;

  3. Enhancing Government-linked investment companies' (GLIC) monitoring and management functions;

  4. Improving regulatory environment;

  5. Clarifying social obligations;

  6. Reviewing and revamping procurement;

  7. Optimising capital management practices;
  8. Managing and developing leaders and other human capital;

  9. Intensifying performance management practices; and

  10. Enhancing operational improvement.



COMMENTS & CRITICAL ANALYSIS:

Excellent, Idealistic, Courageous, futuristic, Philosophical!

Pak Lah must be congratulated; Azman Mokhtar, the CEO of Khazanah must also be congratulated for his effort.

Can is be done? Can it be implemented effectively and in an efficient manner?

It can, I believe, if CEOs of Khazanah and the GLCs are the ONLY people left to make the efforts, without interferences from UMNO and UMNO Youth, plus, interferences from the Ministers who had always wanted a piece of action, and a share of the spoils.

Will we see any political interferences?

YES! Definitely! UNMO Youth had sent the message straight during the last general assembly. In the words of Khairy:

"...this was no longer a Hidden Agenda or something only in spirit and soul. [This is the] basis for the country's economic planning in the coming Ninth Malaysia Plan with NO SHAME OR EXCUSE. “NO NEED TO HIDE. This is the Malay Agenda.... [so that Malays] will be on par with the other races.”

Will transformation begins? YES! With Khairy designing the change and setting the agenda; the Malay Agenda, and the beginning of a new cartel ... a coterie and a new group of billionaires, replacing the previous regime.

Pak Lah calls all civil servants not to take their duties and deal with problems in a CINCAI way.

Pak Lah wants all civil servants to take their duties seriously and deal with problems with compassion and fairness towards all involved.

Prime Minister Datuk Seri Abdullah Ahmad Badawi, addressed this message in a gathering of civil servants in Kuantan, Pahang.

According to Pak Lah, these were the core principles of positive action applicable to all, including himself.

"It does not matter whether we smile or scream when taking action, as that is just a matter of working style. What is more important is that our decision must be acceptable to all, even if not everyone is going to be happy about it. This advice is not just for all of you as I am also listening to what I say. I don’t want anyone to say I don’t ‘walk the talk’."

Also present at the gathering, held at the Sultan Ahmad Shah Silver Jubilee Hall here, were Deputy Prime Minister Datuk Seri Najib Razak and Pahang Menteri Besar Datuk Seri Adnan Yaakob.

The Prime Minister call on those given the task of handling an organisation not to shirk their duties even if it meant making unpopular decisions.

"It is not a pleasure doing such a thing but this is our work and we cannot avoid responsibilities. It is irresponsible for us not to do what is required of us just for the sake of making everyone happy. As a leader, if we are not willing to do it, we should resign. We might as well go and plant vegetables somewhere so that no one will be angry with us."

Abdullah also told the 1,000 civil servants present to ensure that projects to be implemented must truly benefit the people. "If it turns out that a project is not really necessary, maybe it should be shelved for the time being."

He said government departments and agencies needed to thoroughly assess the impact of every project, and their implementation must meet the needs of the people.

"We must discard the cincai (slapdash) attitude and get to the bottom of things to improve our services to the people."

Abdullah also reminded civil servants to discard their "third-class mentality" and provide quality service in keeping with the first-class infrastructure provided by the Government.

He said they must strive to improve their performance as there was "no such thing as no room for improvement". "You must value-add yourself so that you have the necessary knowledge to improve your work and also observe good values."

Abdullah also stressed the need for civil servants to improve the governance delivery system. "Just imagine yourself in the place of members of the public trying to get your services. It is indeed frustrating to hear about things such as people having to wait for years to get their house ready, or if ready, was not built according to specifications. They have the right to be angry and, in fact, I am also angry about such things."

Abdullah said civil servants should always bear in mind that the Government would have to bear the brunt of the people’s wrath if they had to put up with unsatisfactory services.

"Every day I read of people cursing us politicians and administrators for the bad services they have to endure. That is why I have to keep on reminding everyone to improve their performance."

Will the civil servants take heed of this advice? For 48 years they had been cultured in a colonial environment, accumulated the wealth of habits as described and now, we want them to change? And we now have five days week to change? Change what? Enjoy the weekends lah!

SYSTEMIC FAILURE UNFOLDED TOO OFTEN

Sin Chew Daily reported that "the main reason universities lack lecturers is that the Government had in the past focused only on economic development projects and high technology and pays little attention to educational development."

To analyze the current problem of lack of competent lecturers in Universities, including insufficient lecturers for critical courses such medicine and others, we have to take a walk back to the past Governmental management system and also the current system.

First, did the Government and the Ministers (all through the decades) have the vision and mission to manage the internal growth of talents, that is, to provide more Malaysian students the opportunities to pursue education in Malaysian Universities so that in the years to come (or we can say, since the many years that had passed) we would have created the critical mass required by the system, for the system to meet our own social & institutional needs.

The hypothetical presumption posed by Sin Chew based on the salary issues between the higher paid lecturers of private universities as compared to the lower paid lecturers of public universities as one of the factors that led to many lecturers resigning from the public universities is untrue and not the right & good reason. Singapore National University, Hongkong University, Tsing Hua university, Harvard, MIT, Oxford & Cambridge, Stanford, Warwick, etc; all these universities are also not able to compete with the corporates and many private universities who will be willing to pay high salary and lucrative compensation packages to lure those lecturers away. The questions why many are willing to stay as lecturers in these Universities (and not willing to work in corporations who pays higher) is the good system of management in these universities that motivates and provide career progression to all these lecturers, and ultimately self-esteem and self-actualization.

Secondly, it is important to understand that people come and go; every employee through the years will have different needs and wants, and at such they will need to change their own goals and redefine their objectives; and many may want to try something new, in a new field. A good management system with a long-term sustainable strategic plan will be able to bridge this gap to accomodate these needs and sustain the institution. Included in the long-term plan will be the continuous, progressive analysis of the growth and maturity cycle of the educational system - i.e. burgeoning population means more and more childrens will be vying for places in universities, and retirement plan of existing teachers and lecturers on reaching that age. The educational Ministry should have a masterplan to prepare for the growing population need for education, and also a strategic plan to continually increase the numbers of lecturers to meet the growing population of students in the years ahead, and the possible departure and retirement of some.

In Malaysia, we keep telling the people that the Government will not be able to provide places in Universties for those who did well in their education. Are we not discouraging the students not to study hard so as to achieve 4.0 CGPA, as those statement by the Ministers only served to demotivate them in their studies. If the current system is lacking efficiency and capacity as to ensure that all qualified students will be provided with a local university education, isn't it appropriate to review the system to ensure that the Government is the Government of the people, for the people, and by the people? Instead, the Ministers makes silly comments and comes up with stupid advises. We spent billions to build the Twin-Tower, a new international airport, billion-dollar Double-track railways, Putrajaya, MSC, Cyberjaya, etc. We build hundreds of primary and secondary schools as needed but those students will end up at secondary school level (the highest possible) due to the lack of public universities in Malaysia to give them graduate level education. Only those who can afford to sent their children overseas had the solution for their children; while hundreds of thousands whose family are not well-off financially will have their future defined by the Government's inefficiency, inability and incompetency.

With the current mentality of the Ministers (as shown in their response to the recent medical students' dilemma and the tinkering solutions mooted to correct the systemic failure), the chain of disaster will continue and become more critical in the years to come. As long as we are not producing more and more graduates, we will continue to face the shortages of professionals and specialists. The hospitals will not be getting the required number of doctors, nurses, and specialists, the industries and corporations will not have enough local professionals, and the Government will need to employ expatriates to manage the GLCs and institutions. Ultimately, our economic and social system will be retarded and we will all be in an abyss.

The Government talks about K-Economy, Knowledge Management, Knowledge-worker, First World Mentality - but we have Ministers from the Forth World Mentality to lead us to Vision 2020 - The Blind mens world of stupid management! And we want to be able to compete with the world's best - CAKAP TAK SERUPA BIKIN!
