Deputy Inspector-General of Police Datuk Seri Musa Hassan testified that tho' it was not written in the Inspector-General’s Standing Orders, “it was an accepted practice” and police personnel have been verbally told to perform the act.
Is this also the standard practice?
Was this officer verbally told to perform the act?
Would they public presume that they are verbally allowed to practice this supposedly best practice?

It's not uncommon. Sometimes you see police cars travelling at 'god knows what speed' on highways.
