The Bumi equity will further shrink and the NEP will contract. The govt of UMNO leaders had always cried that the 30% could not be achieve because Others had swallowed the stakes. Even when Khairy Jamaluddin sold his stakes in ECM-Libra, he stoutly claimed that he could have sold it at a higher price and make some profit but instead, in order to preserve Bumi's stake, he would sell it to another Bumi only. What a great sacrifice of a Bumi hero.
But, Nusajaya's vision and mission, if it is to follow the goals and objective as laid out by Pak Lah, then most of the people who would acquire properties and assets that belongs to the Bumis and at such would further reduce the percentum of holdings that belongs to the Bumis. We must not forget the cry by Johor Mentri Besar, that, there was already an uneven level playing field. The fact that the panel constituted consists of 2 Chinese and 1 Indian with only 2 Malays of a total of 5 would mean that the panel is only 40% Bumi control; that way, what would happen if the panel proposed further dilution of Bumi's stake? Would there be another rhetorical outcry or far worse, an anarchy?
I do not know why Pak Lah would appoint non-Bumi to the panel as it's against the objective of UMNO and his son-in-law's ideology and philosophy of keeping the assets and properties and profits within UMNO and it's members. Since Nusajaya is such a big project, constituting a non-Bumi majority panel is unwise and allowing a free flow of top brains will be disastrous to UMNO.
What would be the outcome, it is not unknown-unknown but known-unknown. Hypothetically, there will be major issues whether Nusajaya succeed or fail. After the calamity flood, no way smart wise investors going to invest in that low life low mindset and low security state.
Some Bumis wants their easy 30% share upfront from foreign investors before these brainers touch down at Iskandariah place. That will create pariah perception over the Bumis, the State Leadership, the rakyat etc.
The Dumb of Bumis will be appointed Chairman and Directors, and take aways 30% of Annual Operating Expenses... Three years down the road, this foreign company will close shop and lay-off workers to Thailand and Indonesia.
Same old crap happening over and over again, from north state to Johor...

i believe Pak Lah looks like he is aware of the situation of govt needs rev, country needs to become more competitive, UMNO sharks need to be fed, and we may need to learn from spore....
so i would say give this project a chance.
