The government decided to appoint Tan Sri Zaini Omar to be the first chairman of the new National Water Service Commission (SPAN) from March 1, 2007.
Zaini had just retired as the Director-general of JKR.
But Zaini is a electrical engineer with a law degree. How much does he knows about water management? This poser isn't intended to be contemptuous to a former leader.
Tan Sri Omar, also a retired PWD Director-general and who was the former boss to Tan Sri Zaini is the former Water Board Chairman and a civil engineering specialist, specialising infrastructure and hydraulic engineering management. Tan Sri Omar had personally been involved in designing many water & hydrology projects and the most recent is the STORM drainage tunnel in KL, of which the engineering consultant is SMHB (former Binnie & Partners). Tan Sri Omar is the executive director of SMHB (Syed Mohamad, Hui & Binnie).
Without disrespect to Zaini, Tan Sri Omar should be far more appropriate person to manage the water commission based on his competency and expertise in water management. Omar has design capabilities and his civil engineering design knowledge is appropriate to set the system management of NWSC. This is not a commercial entity nor a legal soliciting institution. Electrical engineering and law has little to do with water engineering and project management.

Agree wth you that Tan Sri Omar should be appointed to the post instead of Zaini. Tan Sri Omar had been the Director of Water Supply Division of JKR for a good number of years before being elevated to the post of the Director General of JKR. He is a man of principle who did not tolerate nonsense from politicians. Samy Vellu can testify to this. He was also very well respected by the professionals in and outside JKR. He was also the man contributed to the success of KLIA project by sending Tan Sri Jamilus to be the Director of KLIA Bhd and assembled a team of JKR professionals to manage the construction of the KLIA project. When Foreign Project Management Consultants were ejected by the Government at the initial stage of the KLIA project due to incompetence, JKR under the able leadership of Tan Sri Omar rose to the occasion by filling the vacuum and they managed to complete the project ahead of time and some RM9.0 bilions savings to the Government. That was no ordinary feat. Despite earning meagre monthly salaries compared with those paid to foreign consultants, those poor JKR professionals under Tan Sri Omar never complained. They had only pride in themselves for the magnificient work executed. (Poor JKR professionals!!!! No one notices their many good works. But comes after their blood when failures occur through no fault of theirs but the politicians).
As for Zaini Omar, what he contributed was nothing compared to that of Tan Sri Omar. But he probably knows how to put himself in the good book of certain politicians.

Many may not realise that NWSC is not a private commercial entity. The pose that Ani Arope had a agriculture degree managing TNB, is not comparative as TNB is a commercial institution and it's primary objective is profit though corporate citizenship is the basich corporate philosophy. In TNB, the management of the powerlines, equipments and infrastructure is carried out by a bunch of qualified engineers and specialists.
For NWSC, it's an institution to regulate the water industry, the privatized water scheme to Syabas and Ranhill and those in other States. It's a regulatory body and it's sole purpose and competence required is water technology and must encompass the whole supply chain system from the source to the consumer. It deals with water quality, quantity, pricing, distribution efficacy, treatment technology and efficiencies, hardwares and pipes, tools and equipments, all within the water-supply and distribution system. It's not about business; it's regulating the business.
since when has appointments in bolehland been associated with the right qualifications?
Agree with freelunch too. We won't be facing much the problems we do now if the selection of head is done on merit.

No problem for Zaini. Trust that man to win his way through. May be technological supremacy is not the de facto quality required. Others behind the scene is more important.
