Don't be fooled by Old Sleeping Ugly. He is plotting his way to power with his eyes closed. He wanna be pm for yet another 18 years, till 2025.

The 9th Malaysian Plan is proclaimed as the counterpoint of Abdullah Ahmad Bahawi’s Administration.

RM200 billion is allocated for development under 9th Plan vs RM170 billion under 8th Plan – an increase of RM30 billion.

Another RM20 billion will be raised through the so-called Private Financing Initiative (PFI), raising the estimates to RM220 billion.

Under the 8th Plan, Tun Dr Mahathir Mohamad allocated RM20.8 billion to ministries under his control – the Prime Minister’s Department and Finance Ministry.

Under the 9th Plan, Abdullah allocated RM46.6 billion to ministries under his control – the PM’s Department, Finance Ministry and Ministry of Internal Security.

This has led to those who are familiar with the so-called “political economy” to consider Abdullah as the “most powerful” Prime Minister since he has at his disposal a large amount of development funds to be spent.

Development expenditure for major ministries like education (under the two education ministries) declined from RM37.7 billion to RM33 billion, Defense from RM18.6 billion to RM14.5 billion, Public Works from RM19.3 billion to RM18.6 billion and Transport from RM9.7 billion to RM8.2 billion.

The more developed but smaller Penang received additional allocation of RM1.3 billion but its poorer but larger northern neighbour Kedah received only RM207 million additional funds. Penang is required to raise RM494 million PFI but Kedah RMI billion.

In general, richer and more developed states are given higher increases – Federal Territory RM10.4 billion, Selangor RM1.7 billion more, Penang RM1.3 billion while Perak and Johor RM1 billion each.

Among the poorer states, the Pas-ruled Kelantan receives the highest additional expenditure at RM3 billion, Terengganu RM2.7 billion, Sabah RM2.5 billion, Pahang RM2.4 billion dan Sarawak RM500 million.

In the final analysis, it is clear that Abdullah who directly controls RM46.6 billion worth of development funds and having massive influence on how PFI is raised and spent is a powerful Prime Minister in the financial aspect.

And with financial power comes political power. In short his position is unassailable.

I feel sleeeepy already looking at all this sleepy pictures. Maybe the whole of Malaysia can go to sleep and wake up in 2020.....seems like thats whats happening anyway
