Highway Friendly Trap

The Transport Ministry decides to stop the Cat-And-Mouse guessing game. They are specifying the exact locations where Speed Cameras are placed so that motorists will know them and will slow down along those stretches which are identified asaccident-prone areas.

Motorists who like to speed and those who usually play cat-and-mouse games with traffic policemen may rejoice at this move. Others may think the ministry has gone off moronic.

Transport Minister Datuk Seri Chan Kong Choy explained the move:

"We want to inform motorists of the killer stretches so that they would be forced to take extra care and slow down, thus reducing accidents. Our aim is not to collect summonses but to reduce fatalities during the festive season."

"If motorists knew where these dangerous stretches were and took some precautions, then there would be fewer accidents," KC Chan said.

The ministry has identified 101 accident-prone areas along the country’s roads and three such stretches in each State. The list can be seen on the Road Safety Department’s website from Monday.

Last year, despite the on-the-spot police fine of RM300 for offenders, 17 fatalities were recorded daily during the festive period. This time around, the ministry is targeting a drop to four deaths a day. About 1.8 million motorcyclists and motorists are expected to travel from now to Nov 7. "Based on our research, 67 per cent of deaths and accidents are due to carelessness," said Chan. He added that a combination of human and "contributing factors in traffic environment" constituted 28 per cent while the remaining five per cent was due to technical and mechanical factors.

The Transport Minister announced: "Our aim is NOT to collect SUMMONSES but to reduce fatalities during the festive season."

That's Profound Knowledge!

In the decades of traffic control and management, there is no doubt that the Ministry and the Police Department had full knowledge and factual information that the rules and procedures in the traffic management and control system along the highways are made in the name of management and control but in reality, is purely design to enhance corruption and enrich the enforcers. Everybody knows it; all politicians and citizens knows it. All police officers knows it, including all the IGPs and deputy IGPs and the CPOs.

When the ministry increase the traffic fines from $150 to $300, in reality, it doesn't reduces accidents nor discourage drivers to slow down. It had encourage drivers to settle their problems on-the-spot, paying off to the enforcers without the trouble to cue up and wait for hours to pay summonses at the police stations as they can pay at a much reduced amount. So, enforcers can now demand and negotiate for more money as the summonses are double the rate than before. It becomes more lucrative for the enforcers to negotiate a better income. In fact, the enforcers are much happier than drivers are speeding.

After motorist had pay them off at one check point, the enforcer gave them bonus information. They give tips to motorists and inform them of the other possible check-points and location of cameras along their continuous journey ahead.

Is this corruption? Yes and No.

"We only earn between $600 to "2,000 a month income. Tak cukup untuk makan dan belanja (not enough to survive). Those politicians and top-men in civil service, they earned hundreds of thousands in side-income and it was not corruption. Why only blame corruption on us? We are in fact doing a service to the motorist and they also feel happier - we call it win-win. Look at the ministers and State EXCOs' houses - they are worth more than $10 million, after only one-term as EXCO or Minister. That is not corruption er? Then, what is corruption? $50 Ringgit and $100 Ringgit hand-shake?" commented a retired policeman.

Is this something new and unknown? Those who claim this is news to them are the greatest liars in this land. Every businessmen pays their way to get things done. Every Pasar Malam operators pay to avoid harassments. Every wet market operators pays to avoid harassments. Almost everyone, if not all Malaysians, who tries to get their driving licence pays to ensure they did not fail the driving test for making minor mistakes during test. Every contractor pays to secure a project.

In Malaysia, nothing is free - we all know but nobody complains because it is useless to complain. Why? Complain to who? You can't identify one single person who can help you. For all you know, those wanting to make a complain, you have to pay for that too. Worse off, after complaining, you were the one that would be punish for it.

Even Tun Dr. Mahathir, our retired Prime Minister admit it. The Tun was quoted as saying corruption is the culture in Malaysia. Worst still, it is now specifically "above the table" level. Mahathir admit that corruption existed during his tenure, but they were largely "UNDER-TABLE" Transactions. Now, it is so prevalent that it is dealt openly and legalise because the trade-off is done in the name of: Consultancy Fees, Agency Fees, Introduction Fees, Finder Fees, Management Fees, Commissions, and transacted using legitimate business entities.

In Mahathir's own words:

"Where are we now? We are slowly breaking through the ceiling. We are slowly emerging ‘above the table’, and when that occurs, I hope I won’t be around."

Mahathir is actually saying that:

Now, in just 18 months after he has left, corruption is now emerging 'above the table' and legalised. He will have nothing to do with corruption that has gone worse in the last 18 months or so.

Soon, Malaysia will be confirmed as the only country in the world that had ZERO CORRUPTION. Because, all transactions are legalised and innovated through the business management system. Ask Khairy how it is applied and innovated because he learnt it from Ox-bridge.
