The 8th Malaysian Plan was a good plan, but not even $10 was allocated, said Tajol Rosli, the Perak Mentri Besar.
He said Perak received less than RM1mil for land acquisition and design works for 39 of the 115 approved projects and nothing else.
“So, of course you cannot see any of the projects moving on the ground. The allocation did not reach us. How could money be wasted then, when we were not even given the money to spend?” he asked.
Tajol Rosli was responding to observations in the 2005 Auditor-General’s Report that Perak had yet to work on 155 of 159 projects under the jurisdiction of the PWD.
In The Star article entitled: No money to start approved projects, Tajol Rosli lamented that: “It is not that we did not want to start on the projects. It is because there is no allocation for them. Not even RM10.”
"Money for 155 Public Works Department (PWD) projects approved in Perak under the 8th Malaysia Plan has not come down to the state. Maybe, the Treasury had given the allocation to the ministry concerned but the money had not trickled to the state,” said Mentri Besar Datuk Seri Mohamad Tajol Rosli Ghazali.
Tajol Rosli said of the 155 approved projects, 43 were for road construction while 112 were for buildings.
For the 9th Malaysia Plan, Tajol Rosli suggested that the Federal Government should scrap certain projects so that the state government would not be seen as not doing its job.
One suggestion is to scrap the planned RM795mil double tracking project from Padang Rengas (near Kuala Kangsar) to Changkat Jering (near Taiping).
“There is no point continuing with the double tracking project, when there is no link between Penang and Padang Rengas or between Ipoh and Taiping,” he said.
What? 9MP approved a stretch of railway that do not link at all? The Economic Planning Unit in the Prime Minister's Department must have done an excellent job???
Will there be funds for those projects approved in the 9MP? Tajol Rosli doubt!

It's true, still got many projects in 8th MP in KIV. I wonder how to push the projects in 9th MP. Imagine allocation for 9th MP to my department is only 30% of the previous 8th MP. Are they bullshit to everyone that in 9th MP will push more projects? I would like to say YES! I was the person did the 9th MP budget for my department. Now the allocation not even can pay off all the pending projects from 8th MP.
I think some funds have gone MISSING -- maybe PETRONAS ccoffers have long been empotied -- there's NO ACCOUNTING from thhe largest revenue-earning GLC in NegaraKU ... this financial year's (ended Mar 2006) net profit of RM43.6BILLION -- where isIT?
The report meant 1/2 responsibility also goes to previous regime of Dr Mahathir while Pak Lah is responsible for second half of 8th Malaysia Plan.

maverick: I dunno, it seems that most of the allocation move to Kelantan, they r trying to win the votes there. to me, the people there not that stupid, they welcome u to develope, but in the end they still vote for others.
Have u heard before during announce the 9th MP? ask us open more tenders. but the story behind is the other way round. we r not enaugh fund to pay for the carry forward porjects from 8th MP, how to call new projects in 9th MP? now most of our main contractors are suffered.
Kenny, are you saying your main contractors are yet to be paid for certificate of payments that are due? Many? how much worth? That looks bad?
maverick: so far still can pay, after next year I not dare to think about it, all in millions worth. we have to cut down some scope of work to reduce the contract cost, if not even worst.
I don't understand how they manage it, before end of 8th MP we had submitted our projection how much we need in 9th MP to complete the carry forward projects to 9th MP, yet... they allocate us so less, that amount only can pay for 1 year spending only instead of 5 years plan!

Treasury allocation has always been given in a quarterly basis and if you have enough for the year, that's a great amount. Normally, allocation is for a year and warrant will be for a quarter.
