Penang 2nd Bridge in Progress?


Are we hearing something paradoxical? Have anyone heard of it? The Minister said it will begin work on the 2nd Bridge in 2008, but someone (journalist) took a piture of the project site and found it is already in progress?

But, The Star reported that the new bridge will only begin work in early 2008 and open to traffic by 2011.

The proposed bridge will span 15km across the Southern Channel, with a 1.5km 'directional ramp' at the Bayan Lepas coastal highway and 6km of 'approach road' at Batu Kawan.

It seems work had started? It was only recently announced that the project is still under selection stage and the various tenderers had just submitted the proposal and preliminary design. How is it that work had begun?

It's already well planned who will gonna build it. Every mega project also the same contactor. What else?
