From now, any changes in projects involving the Works Ministry and other ministries will be put down on paper.
Works Minister Datuk Seri S. Samy Vellu said his ministry was tired of being labelled the bad boy by government agencies and other ministries when there were delays and cost overruns.
"We are always blamed. We cannot defend ourselves as the amendments are not documented," he said yesterday.
It's the absence of a proper change order system and configuration management system that was the sole cause, dear Samy and JKR. The irony is that the PWD had a contract management department and a Quantity Surveyor department that is supposed to manage the change order and ensure that only approved change were allowed and that all the changes have been approved by the Change Board and properly documented. There is the configuration management system to dictate the procedure and rules of change and also the necessary documentation required.
It's sad to note that the administrative system of a giant institution like JKR has to be instructed to follow a procedure that had long existed in the system.

Change Management is something you start learning in Basic Project Management 101. Its just so fundamental to good management, you can't run a large organisation or project without it.
Semi-Value is saying that JKR isn't doing this ?? And they are supervising billions of Ringgit of taxpayer funded projects.
The whole lot deserves to be sacked for incompetent management, starting with the Works Minister, and the Director General.
A company I previously worked with lost a fairly large sum of money and precious time due to mistakes and oversights made in the change management process.
Even though the actual mistakes were made by lower level staff, a Senior Director had to take responsibility for it and left the company. That's accountability.

I can't believe he dares to talk about this management kiddie stuff and make it sounded like AIDS-cure discovery.
We have a Works Minister who, after so many umpteen years of service, now tells us about documenting changes! I suppose he has been too bust documenting all the toll agreements so we can't blame him.
When Semi discovers why contractors are usually very happy about variation orders, he won't complain so much.

With ministers like our Samseng Malu (or perhaps Samseng tak malu}, no wonder every public project costs many more times than initial budget. Not accounting for the fact the normal financial accounting never played apart in the award anyway. Oh yes, he has suddenly had his "Eureka" moment. Tough when one can't see one's belly button after years of gluttony.

I doubt that changes are not documented. Contractually, all changes have to be approved. It is only when JKR entertainted the change request from the client ministry & the minister (like health) is not aware of his own staff's request. Most changes will contribute to some delay, unfortunately.
Anyway, it is more of politics than project management. That's what make life interesting to the politicians.

Maverick, I can't think of any excuses for multi-millions or billions projects were not documented. If the Minister wants to justify himself, please choose a better way and intelligently... do not insult ours.. My advise is for him to resign both from party and ministry. He's old now and perhaps he could not recall anything or simply kepala batu. It's a bad example to fellow Indians, or any other races of the world. Very unprofessional, especially of late! That's the ageing sign. Sad, he can't see and the same goes to his men, those who "angkat" him.
