Federal Territory Minister Zulhasnan clarified that DBKL would not be charging "Congestion Fee" as announced earlier by City Hall Mayor Ab Hakim Borhan.
Zulhasnan said the proposal is meant for the long-term future and not meant to be implemented immediately.
Congestion Fee? Heard of it? The local authorities are finding every ways, any ways, and any possible alternatives, to increase their leaking coffers. They are or will be pronouncing more of such proposals and all sort of taxes, levies, duties, or any possible means to increase their revenues because they had overspent everywhere and there are just too much leakages and pilferages which had punched so many holes in their coffers that need urgent plugging; otherwise they may go bankrupt.
We should brace ourselves for more of such proposals. You may not realize that many of these proposals will be privatized to those "Special Ones" anointed by the 4th Floor.
The system is decaying and the worms are not crawling anymore; they are pouring, and gushing...they are tsunamic! The taxpayers will be required to plug those holes and feed those worms. Hope those worms ares not gigantic bloodsuckers...

Everyone is jittery now. sigh.
For long-term implementation? It read between the lines that it will be implemented "after" the next general elections. Whatever, it is doomed to be a failure and chaotic. This is my prediction. It has nothing to do with the method but the quality of mindsets of these foolish bureaucrats who never learn from past mistakes. Poor enforcement and third rate brains. Remember, the traffic law enforcement several years ago in writing car number plates of offenders and issuing summonses. Everything were screwed up. Remember? The same thing will happen. It will be a big issue and the public should protest vehemently against this. A comprehensive study should be made to identify all the "contributing factors" that cause traffic congestion. Assuming the large number of vehicles as the sole cause of congestion is far from the whole truth. But again, we have bloodsuckers in power, and a "pay-and-pay" policy. They don't care the hardship of the people, this is the BN governance in full arrogance.
The main "congestion" is in the DBKL office. We should charge them a fee everyday!
