9th Malaysia Plan & Corridors in trouble

Deputy Prime Minister Datuk Seri Najib Tun Razak said today that the government has not made a decision to shelve the country’s space programme though no funds are available for the second mission at the moment.

He said the government had other options including continuing with the space training now and proceed with the second mission later if the programme was facing financial constraint.

Najib said he liked Malaysia’s second astronaut Mej Dr Faiz Khaleed to continue with the space training.

Najib was asked to comment on news reports on the prospect of the space programme being scrapped as there was no money (Source: NAJIB: Keep space programme option open )

Science, Technology and Innovation Minister Datuk Dr Maximus Ongkili had earlier told reporters that the country’s space programme looks to be as good as grounded. There is no money for the programme.

“Under the mid-term review, I can say that there is zero money. If we want to proceed with the second phase we have to look for money,” Dr. Maximus said (read: Zero cash for second phase of Angkasawan space programme)

Russian Space Agency (Roskosmos) had offered to bring another Malaysian astronaut on a space mission in either 2010 or 2011 and Malaysia had decided on Dr Faiz as the candidate for the second mission.

It seems that Najib is trying hard to find the money needed for the program. Maybe one of the way is to buy more Sukhoi and include within the contract a term that makes the Russian pays for the trip such as the one previously. Another $4b of military hardware purchase will save the space programme.

Meanwhile, Prime Minister Abdullah Ahmad Badawi said that infrastructure projects under its multi-billion-dollar five-year 9-Malaysia Plan may have to be delayed due to escalating costs.

Abdullah, who is also finance minister, said high on the casualty list is the construction of a vital second bridge linking Penang to peninsular Malaysia.

The Prime Minister said there were a number of reasons for the Penang 2nd Bridge project delay.

“First, we need to acquire the land needed to develop the project, then there are matters relating to the design. We want to ensure that it is the best design.

“Also the cost needs to be looked at. There may be some changes in the cost because the price of materials have gone up,” he told reporters on Tuesday after delivering his speech at the Asia Europe Culture Ministers Meeting.

Abdullah also said that several other projects under the RM200 billion development plan from 2006 to 2010 would be reviewed. (Source: Gov't to delay projects amid rising costs )

It was reported that the second bridge was originally estimated at RM3.6bil but the costing had gone up to RM4.3bil (see: PM: Many reasons for Penang bridge delay )

I happened to receive some information from reliable sources. They told me that the portion of works to be carried out by UEM's foreign partner, China Harbour Engineering Company (CHEC) is already RM4.8 billion and this excludes UEM portion of works such as earthworks and other ancillary works which could amount to another RM2 billion. If we are to include land acquisition the total cost for the bridge would be around some RM7.5 billion, and not RM4.3 billion as reported by TheStar.

There was another problem between UEM and CHEC partnership of which UEM holds 49% and CHEC holds the remaining 51% in the joint-venture consortium. The joint venture legal entity was named as CHEC-UEM JV but UEM sends all letters under the name of UEM-CHEC JV of which the CHEC may just ignore the contractual letters and of which may have future potential legal implications should there be disputes that puts the party to battle it out in the court. The probable reason is that UEM wants to have their corporate name in front to denote control and power while the CHEC wants their name in front to denote that they are financing the project based on the G2G (government-to-government) initiated collaboration.

When this 2nd bridge project was mooted way back in 1996 the budgeted cost was around RM2 billion and should Mahathir had carried out this project at the same time as the KLIA project we could have saved RM5.5 billion. But then Mahathir rather have Twin Tower, Star and Putra LRT and another RM10 billion for Putrajaya, Wetland project, Cyber Entertainment Village, etc.

And most of all, Najib is working hard to find RM2-4 billion to buy Russian military hardwares so as to sent our Costmorenaut to the international space station.

Space programme is for nations who have sophisticated research projects and for protecting their space assets eg. the USA, Russia and China and they have research into astrophysics and all kinds of fancy stuff. Their programme is not for fun but to have the most effective space assests that will eventually end up a star wars shit !

The price tag for a space launch in the USA is like 2billion to 4 billion and for China too a launch is close to a billion. Malaysi is not even in the ball park; you do not have the know how and the talent to get into the space shit ! Spend your money on more realistic and down to earth programme.

JUST FORGET THE SHIT ABOUT SPACE !

The people in Penang can swim across if they want. No point spending money on them now or back during Mahathir's time. Penang only know how to produce liars, cheats and homosexuals like Lim Kit Siang, Karpal Singh and Anwar Ibrahim. (No discrimination in races here.)

As for as Najib spending more money on arms.. Yes, go for it. Otherwise the Chinese will start taking over Malaysia as they did Singapore.

some indians dont realise that indians in malaysia can survive under a malay govt in spite of certain unfairness from UMNO but the indians will DEFINITELY NOT survive under a total chinese govt. This is a FACT that every indian must give a serious thought. If UMNO had shown enough considerations to the indian community the name Makkal Sakthi(people power) would not have echoed throughout malaysia. when chinese complain of this n that of the govt, take a look at an average chinese company, driver malay, office boy indian n the rest of the staff n management chinese. with govt intervention the malay became name sake HR executive. go and be an apprentice to a chinese mechanic and see if he can teach anything to the non chinese, you learn practically nothing n you resign. this is what the mechanic wants. the chinese community is such that you die is your business only they must survive as an individual and community. I think the chinese in malaysia enjoy a very high standard of living and freedom compared to Indonesia n China or even Singapore. Yes the chinese can demand for their rights as per our constituition. but what about their attitude towards other races.

For the 2nd Penang Bridge, there is no scientific number and sustainable figures to support it, is it OSA?

IMHO, current Penang bridge traffic problem are cause by BAD government policies. The federal and states government paralyze the public transport for the sick of create revenue for the petrol company, banks and the bridge.

E.g. Assume 1 bus taking 50 passenger, It can remove 50/4 = 12.5 cars from the road. 10 buses can remove 12.5 x 10 = 125 cars from the bridge, while transport 500 passengers.

Since Malaysia rarely car pool, 50% of the car are SOV. In fact, a bus can remove ((25/4) + (25/1)) = 25+6.25 = 31.25 cars. So in fact, 10 buses can replace 312 cars during peak hour.

In addition, the ferry can transport 150-200 passenger at one time. With efficient bus routing services, drive to/from Penang Island deem not necessary. However, previous Penang state government purposely neglect and refuse to upgrade the ferry services in order to coherent with federal government "crippling public transport" policies.

I thought the PM went to Batu Kawan to lay the foundation stone for the second bridge by driving in the first pile on the 16th Nov 2006. After 18 months we stood by and watch while time flies by. By right the bridge should be half way completed if everyone does his work.

improve and enlarge the ferry services with buses to ply the island and mainland routes. its a cheaper alternative. hey, BN stop robbing the people and go back to basics.
Malaysia doesnt need the longest bridge in South East Asia. Malaysia does not lack self confidence and its image has to be bolstered by longest this, biggest that, tallest shit...do away with the superlatives and go back to basics. Reverse from mahatir's ways of destruction.

In today's Star page N47, the spinners have posted a cartoon of a malaysian spacecraft(!!!) with the national flag painted on it under the caption "2nd angkasawan".

To those unfamiliar with the space program, it would seem that malaysia has produced spacecrafts capable of carrying astronauts into space. This is like claiming the first man to set foot on Mars will be a malay!!!

I saw the TV interview our DPM gave on TV regarding the shelved 2nd astronaut program. He seemed adamant those newspaper reported the 2nd space mission is cancelled.

Well, just look at US and world economy. Everything is not going well. Another space mission?

From the hawker to the chinese guilds, chinese associations,chinese based political parties etc etc would even donate money for the project. Tapi bila malaysia hantar satu melayu, the whole lot of the chinese start barking. Yes from enconomy point of view project is not a good idea but from race based point of view should be no problem at all. May be the next guy in space from persekutuan tanah melayu should be a chinese followed by an indian. Then no complaints.
