Khir Toyo & his Coffin Money

This is a gem from Citizen Nades titled:

It’s ‘our’ money, not yours

Khir Toyo: “You wrote that the fine paid by PKNS was people’s money. No, PKNS is a private company.”

(note: PKNS was imposed fines totalling RM330,000 for illegal clearing of land around the Bukit Cahaya Agricultural Park and at all material times, Mohd Khir was its chairman.)

Then Khir Toyo made a remarkable statement:

“The fine goes back to the state coffin! (I’m sure he meant “coffers” but those at the lunch looked stunned when he used the word a second time). The money comes back to us.”

Not wanting to argue with someone who has little knowledge of where the fines imposed by a court of justice end up and not wanting to give him a free lesson in financial procedures, I reserved my comments.

Today, PKNS is in the news again. Here’s a summary of what it paid out to Balkis, the organisation of wives of state assemblymen and MPs in Selangor.

• RM218,719 for the opening ceremony of Komplex Wawasan Balkis;

• RM200,000 for the Balkis dinner;

• RM10,000 for a table at the same dinner; and

• RM161,660 for programmes organised by Balkis.

Balkis for all intent and purposes was an organisation that received funds and other forms of financial help from the state government. The mentri besar’s wife occupies the seat of the president and the members of the committee are elected among the wives.

Just like Mohamad Khir deemed PKNS a private entity, his wife Datin Seri Zaharah Kechik saw Balkis as a “sendirian berhad”. How else could she call for a meeting and dissolve the organisation and transfer funds running into millions?

Doesn’t the constitution say that the president should be the mentri besar’s wife? As of March 9, her hubby was no longer the mentri besar and therefore, she automatically relinquishes her post. But no, giving up power and influence does not come easy.

Leaving that issue aside, where else did our money, (oops! PKNS money as Mohamad Khir sees it) end up?

and another Rm200,000 for a shit opening ceremony. sounds familiar with the azalina-led NGO?
you know what. these BN fellas are so lacking in self-confidence, they have to spend lavishly to cover their inadequacies.

that sounds like big time money laundering though the difference is the funds given are legitimate enough.

but still the org must be able to justify how the money is spent.

Kill Toyol is the greatest thicko in all of Selangor.
Just before 12th GE,
the bugger bragged about zero opposition winning for Selangor, in the end Barisan Najis was booted out from the state, you got to his crying baby face when the state fell to PR hand on 12th March 2008. Hahaha.......
The bugger went to the extent of moving from his MB's residence in the middle of the night, most probably he got a lot of skeletons in his closets.

Kill Toyol, if you are reading this, I hope is "semua-nya ok" for you , heheheh.

"PKNS was imposed fines totalling RM330,000 for illegal clearing of land around the Bukit Cahaya Agricultural Park" - the fine is chicken feed compared to the land that was stolen and re-packaged into properties for sale !!

So, does this whole episode means anybody (maybe not anybody lah, just the favoured few) can go ahead, steal the land first then awaits punishment in the form of some measly monetary penalty which is way below the market price of the land or the subsequent profits acquired from the development ?

I think the new State Government should re-fill the state coffers (for Khir, it's coffin) by recovering all the $$ loss or squandered through dubious deals.

I don't think such an action can be mis-construed as witch hunting BUT more of exorcising the evil from the State.

This, I hope will provide a new slate for a new beginning.

It is unfortunate that PR cannot "do things rights" on this KT graft episode.

The PR Selangor government must find way to chase after Khir Toyol, but DEFINITELY not risking it to be mute and covered up by the infamous paper tiger ACA.

look at his wife? squandering money like there's no tomorrow. RM10,000 for a freaking dinner table? goodness gracious.

Kill Yoyo must be praying very hard these days for Barisan Najis not to be toppled by Pakatan Rakyat.

Otherwise ACA , police and IRB may just suddenly find a lot of incriminating evidence for him to have a long vacation in the big mansion in Sungai Buloh.

PR could do things right; but they must have their priorities right; there's so much to be done and they need more people to support the system administration and at the same time deal with the leakages.

When BN was in control, the Mentri Besar must have treated the PKNS like his private bank. No wonder so many politicians are reluctant to give up power! Now one ex-MB can start carrying briefcases of cash again like he was so used to!

Hi Mav,

I think new Selangor State government better get their act together FAST, as time is catching up on them.

I think they should execute their rule like the way huge unperforming corporations are transformed.

My personal few suggestions -
1. Get professional external auditors to do baseline for before and after new State government - clear demarcation line for accountability.
2. Draw up action plan for the quick hits (quick returns within short time frame). This action might even entail recovering $$ from previous govt or its cohorts.
3. Draw up mid to long term action plan.
4. Employ the best talents for best results.
5. Share the plans with the rakyats in a holistic approach.

Mav, whatever I have suggested is nothing new.

I am sure your professional past would have more and better suggestions to offer.

If the new state government spend too much time catching thieves, they may not have sufficient time to implement their own plans in time to show the difference between the two.
