Coruption or Innovation?


Zarinah Abu Bakar, 36, owns Agmal Development Sdn Bhd, a company involved in cleaning business.

In 1994, Selangor state Executive Councillor (EXCO) for Religious Affairs, Youth and Community, Datuk Abdul Rahman Palil, sent his agent to negotiate a grand deal with her. They agreed that Agmal Development S/B will be used to apply for a piece of land in Sungei Buloh which is 11.2 hectares. Zarinah agreed to relinquish her 60% share in the company to Rahman, another 20% to Ibrahim and 10% to Mohd Yusuf’s wife Roseni Ali, while she will keep the balance 10% for herself. It was agreed that Zarinah will get 10% of the value of the land.

In Feb 18, 1995, the Petaling District approved the 11.2ha land to the company for the purpose applied.

The land was valued to be worth RM9.147 million.

Rahman sold the land to Aras Bumi Sdn Bhd and Zarinah received her first payment of RM18, 295. she subsequently received 12 other payments in stages amounting to RM814,457.69. however, a balance amount of RM311, 295.35 was still not paid.

Zarinah is now suing Rahman to seek the court to compel Rahman to pay the balance outstanding.

This is the story of how state land can be acquired speedily and innovatively procured by political masters and elected representatives. This is the prize of New Economic Policy and the aspiration of the UMNO Youth Leadership.

This is not the first, and not the last.
