1st Class Plan, 3rd Class Execution

Ambition alone is not enough to be successful.

Great ambitious plans and dreams have too often fallen in mud-pots and hundreds of millions soiled and sunken.

The recent proposed Education Blueprint 2006-2010, an A-Z guide and direction on the country's education system, which highlights the need to revamp the national education system draws much critics attention.

Professor Mohamad Ali Hasan, the President of National Parent-Teacher Association had this to say:

"My biggest worry is that we have First Class Plans, but Third Class Execution. The quality of teachers and the infrastructure gap between rural and urban schools should be properly adressed."

Professor Datuk Dr Ibrahim Ahmad Bajunid, the director of the Regional Centre for Educational Planning and Leadership said:

"Education must go beyond performance indicators into the art of teaching. To be a teacher you must master the science of teaching. For so long, the professional community has been asking for a reform in the assessment system because only what is assessed is taught well and what is not assessed is not taught well. ...There must be the unleashing of educational leadership supported by political will to ensure that our educational system is something we can be proud of."

Tasputra Perkim chairman Elahe Norman said: "students needed to be exposed to different cultures and different races. It is time to realise that in the process of globalisation, the competition in the job market is much harder. They should not stick to their own kind and they cannot just sit back, expecting the government to cater to their needs."

Q:There have been times during your tenure as Education Minister when educationalists and academicians say there needs to be total reform and that what the ministry is currently doing is merely putting "patches on an old shirt".

A: When I first began as Education Minister, I shared the same view. Everybody has an opinion on education. You always feel that the grass is greener on the other side and because we are now much more exposed and more educated, the expectations and demands are also higher.

I was no exception. When I came to the ministry, I was just a member of the public who was also a parent, having the same views and expectations. However, my recent trip to South Africa for the Commonwealth Ministers of Education meeting opened my eyes to the strong foundations and progress we have achieved in education.

When viewed in the context of our achievements vis-a-vis the other Commonwealth countries, it is heartening to note that our education system ranks very high in key indicators among our peers who share the same legacy, colonial past and system. In the recent report by the Commonwealth Secretariat, Malaysia ranked very high in terms of our literacy rate and also participation rate at all levels of education.

It is, therefore, crucial that everybody appreciates the fact that we need not start from scratch. We have to build on these strong fundamentals, adjust where necessary, reform where needed and re-engineer what is not working. [Unquote]



World Class Plan is our forte.... Third Class Executioners are our mainstay.

6-years, and 20 million MyKads issued, RM500 million spent on the project to have all Malaysians use a single identification card with an objective to have the card serve 8-Applications, the card issued had so far serve just one - as an identity card; that's all.

After spending millions, the kinks in the MyKad have yet to be straightened out.

What about Millennium Monument project, Paya Indah Wetlands project, Movie Village Cyber Jaya, Monsoon cup, and many others?

Rural Thai students are to get US$100 laptops while the Bolehland students are still listening to their Education Minister bragging about how "When viewed in the context of our achievements vis-a-vis the other Commonwealth countries, it is heartening to note that our education system ranks very high in key indicators among our peers who share the same legacy, colonial past and system." It is time to "Look North", not "Look at Zimbabwe or British Honduras". Compare ourselves with contries having comparable GDP, not with countries undergoing hand-to-mouth subsistence!

The Malaysian Government has a first class vehicle in the country, one endowed abundantly in resources. The excellent vehicle unfortunately is driven by a Proton-class engine, the brainless and self-serving cabinet and the entire civil service machinery. The end result is first class plans and third class execution!

Sorry to digress from your topic here, but it was thought-provoking to read about Jeff's dilemma - I guess it does struck a chord in most of us too. Makes me ponder over the direction I'll take next year too with rgds to my own blogging activities.

Don't leave us alone. Jeff was alone on this. I too was shut out from my consultancy job. Just that I didn't want to profess about it. We got to get going and there will be a price to pay. But if we did not sound loud, it will be far worse in days to come.

This Education Blueprint, from the comments by the educators, it doesn't seems good. I can imagine it's like a task list meant for James Bond 007.

Now comparing our education to Commonwealth Secretariat pulak.
Does he mean compare to Spore's only? Spore is also a member and have closet history and geographical location. This is NOT what he meant, coz Spore's education is beyond our comparison! He meant South African countries!!!

I am very impressed that this government always manage to find a category to look good in. The sad thing is that, it is always a DOWNGRADED category than the last one.

MyKad...we already started joking about it when we first heard about its usages. Until today, we still call the list a "SALES PRESENTATION LIST"!

Technically, all those are possible. Implementation wise, IMPOSSIBLE given the supporting environments. Even in 10 years time from today, not all are possible!

No need rocket scientist to figure out why:
Passport is not to be used within the country only. Which country will burn money to entertain to our wish? Commercial-wise, which company will scrap their entire operational system to adopt the mighty mykad way? Even if they willing, internationally this wish is better sent to Santa Claus!

Official country's plans are not fiction movie's scripts! They have to be feasible given the limitations of supporting environments. Stop treating msia like James Bond 007's playground!!!!

Then consider moving underground. Host overseas, access anonymously & make it difficult to trace. If necessary, get people to manage from overseas.

Look at the brighter side, bloggers can be more nasty!!!

If I have to blog underground, then might as well quit. The point is that cyber space is a platform for voices to be heard - the difference of opinions and viewpoints. We are not insurgents nor anti-govt. We are intellectual Malaysians who have our side of the story to tell - as we see it and without fear or favour. The main stream media had become spin doctors and the views expressed are nothing more than propaganda for the ruling regime - they are ultra bias and cannot be depended on for critical analysis and "truth".

Look at the Star today, even Joceline who had been a great writer had opt to be used as spin-doctor. She never was one but had been converted.

I fully understand your worries and concerns for our country. I myself have stopped relying on the mainstream papers for information 2 years ago. How sad.

I thought AAB able to take criticism better. Looks like I am wrong again.

Unlike you, I am not prepared to go out into the open yet. Still got to work for living. Just able to share my 2 cents worth of thoughts with you and fellow concerned Msian.

Thanks for sharing your personal thoughts on the subject of blogging Mave. Actually, even though bloggers like me blog anonymously, I'm not kidding myself that I'm untraceable should I write too strongly. But like you, sometimes the urge to criticize remain strong when certain ridiculous reports get wide coverage on the mainstream media. I guess ppl like us plainly refuse to be treated like dumbells, eh?

But what Jeff and you have mentioned about the hazards of blogging openly is a timely reminder to use the power of words (& graphics) in a smarter and more subtle manner so as not to create unnecessary trouble for ourselves.

Actually Touch'N'Go is the pilot of Mykad. It is suppose to emulate Hong Kong Octopus card, to support variety of merchant and payment.

Good intention but again, 3rd world execution : the implementor want rip the profit from day 1, winner take all mentality make them refuse to share profit. Octopus card consortium promote the card with handsome incentive, as they see bigger picture. Should TouchNgo go direction of Octopus, they should have sitting on pile of cash that comparable to
Maxis+Digi+Celcom prepaid deposit.

Perhaps "killing the goose that lay egg" best describe Maha-Putra short sighted implementation.
