PTK UNDERMINES MORAL OF LECTURERS

TEST FOR COMPETENCY ASSESSMENT OF TEACHERS (PTK)

According to Rosli H. Mahat, the President of University Malaya Academic Staff Association, the recent PTK test failure was shocking. According to him, the test stress on administrative literacy rather than help academics improve their research skills and hardly focus on addressing the weaknesses of lecturers in enhancing the knowledge in their respective disciplines. (see: Star, 13th. June 2004)

Rosli question the relevance of the test. According to Rosli, it is probably because the passing grade for the PTK was so high that there is so much confusion as to the functions of these course that the management of MU had not publish the results of the lecturers.

Without disrepect to En. Rosli, it seem from his statement that lecturers do not like to read management books and administrative books. Somehow, many of these lecturers will be promoted someday to administrative positions and possibly, Governmental posts and Ministerial post such as was the case of the previous Education Minister who is a VC of University. How do we expect lecturers to perform administrative functions if they don't prepare themselves for these eventual posting?

The administrators of the PTK test should be questioned if according to Rosli, the PTK test is irrelevant.

The paradox of the PTK issue give rise to the question:

- "Lecturers teaches and guide students to be the future corporate, political leaders and managers. How could they if they themselves don't have the competency of administration?

- "We love promotion and we want to be given a chance to administer, to hold high position to become - ministers, CEOs of GLCs, VCs, etc, but as for exam and competency test, NO, NO, NO! We can become instant experts in management without test."

Pak-Lah, please give the lecturers the opportunity to be CEOs & COOs of the GLCs. Please tell Nor Yakcob to appoint them.

MALAYSIAN GARBAGE COLLECTION SYSTEM THE BEST

In the Hollywood movie 'Entrapment' produced in 1999, it portrays the Malaysian scenery as a dirty and filty place, full of squatters along the riverline. Then, Malaysian Government cried foul and accuses the American of inaccurate information.

Now, the newspaper publish a picture of Putrajaya lake within the vicinity of the Putrajaya Convention Center, full of rubbish, industrial and domestic toxic wastes, etc. Sepang District Officer and Municipal Council President Mohd Arif Abd Rahman gives an explanation to the problem: "The problem have persisted despite the council having cleared the area repeatedly especially for the OIC conference in 2003.

MY GOD! Our Malaysian standard is to clean a place for only a special event or function. We don't have a system for maintenance for public areas. Isn't such answers embarrassing? We have Government departments that presume that it is only necessary to maintain an area during functions or events, and thereafter ....

Thats the reason why the Velodrome in Perak is in such shamble state and UNrepairable.

The Government talks a lot about efficiency, effectiveness and Performance Measurement (KPI). Can Pak-Lah named the performance index for Municipal Council of Sepang? I would suggest that Pak-Lah and his cabinet visit Kuching and have a good site visit and discussion with the Municipal of Kuching and the Chief Minister of Sarawak. Does anyone visit the Lot10 and its surrounding in Bukit Bintang? How is the cleanliness of that place now? Mahathir did a cleaning exercise during the APEC summit many years back.

Second Rail project derailed by Pak-Lah

The $400 million monorail project in Putrajaya is suspended due to lack of funds.

Many question arises from this decision by the Government:
1) Have the Government of Mahathir made a bad decision? Do we actually need that project in the first place?
2) Is Pak-Lah's Government having financial problems? or
3) Is Pak-Lah changing a new set of (crony) contractor?
4) What is the effect of such action have on the economy?
5) Are contractors going to suffer due to less Government projects? or
6) Are only those crony contractors affected?

What is the alarm signal from here? Contractors are trembling and the cycle of change due to less forthcoming Government projects have actually been a cause of concern to the Malaysian economy as a whole.

According to Pak Lah, "the Economy have recovered and that there is no need for stimulus projects." Datuk Mustapa Mohammad denied that the Government is in financial difficulties. But Tan Sri Mohd Isa Abdul Samad, the Federal Territory Minister says otherwise. WHO IS LYING????? ALAMAK!

THE ART OF MAKING BABIES

Malaysian population is now 25.1 million, an increase of 2.2% since year 2000.
However, the bad news is that fertility rate is 3.2% in 2002 as compared to 3.4% in 1990. The number of household have increase from 3.6 million in 2000 to 4.9 million last year. That means, we have extra 1.3 million husband and wifes since 2000.

"What is happenning to Malaysians?" Datuk Seri Sharizat Abdul Jalil, the Women Family and Community Development Minister asked. She presumes that many are marrying late, and some have chosen to remain single.

Sharizat's reasons given may not answer the question.
First, there have been more marriages (1.3 million), so the reason that many chose to remain single does not correlate. People are marrying late, also does not provide the answer.

The probability could be:
1) Condoms are becoming more effective.
2) Man are not having enough wifes to enhance the population growth.
3) Companies that sells "The Beauty solution" have a great marketing plan and had been effective. More women are now concerned about keeping their body figures and shapes and at such, making-baby will crush their dream of being beautiful.
4) Malaysians are not using Viagra more often to help them - that's why.
5) Making money is more important than making baby.
6) Malaysians makes more babies overseas or with foreign women.
7) More women are involved in politics now compared with 1990s (Sharizat is an example).
8) Lack of sex education (making babies).

What else???? Can anyone add??????

On the 9th. June (The Star), Tan Sri Noh Mohamed Yakcob, the Finance Minister II, announced that the Government is currently considering the appointment of non-bumiputeras to manage Government-Link Corporations (GLCs). According to the Minister, "Until now, we have appointed 6 candidates to GLCs and NONE are non-bumiputeras. The Ministry is interviewing Foreign-Malaysians for those positions (as reported).

As a Chinese Malaysian, and on behalf of the non-bumis', "DEAR MINISTER, THANK YOU VERY VERY MUCH!" Many non-bumis' could be delighted with such new unheard news and MCA is extremely excited with the news (now, ADA-CHANCE to cari makan).

Malaysians have often been repeatedly reminded to unite as one - Malaysians , and create a BANGSA MALAYSIA, AND A MALAYSIA FOR MALAYSIANS. Everyday, we read in the news of politicians and Ministers who keep reminding us that we are not one Malaysian society but clear distinctive races and community divided into 2 class of people - the Bumiputeras and Non-Bumiputeras. The Higher Education Minister also reminds us of this distinction. The UMNO, MCA and MIC, keeps reminding us that too!!!! SIR, I heard it and heard it clear and Loud!!!!!

"Dear Finance Minister II, whatever the reason you want to appoint whoever the person to GLCs have nothing to do with the majority of the poor Malaysians, including me and my family. If you like, (as have always been), please feel free to keep all GLCs position for whoever you so desire but don't quote us - the many non-bumis - who are not benefitting from your shit idea! Those great Malaysians (non-bumis) in foreign land are doing well and please, you don't have to bring them back to please us. Keep your F#@king jobs for your cronies and just leave us in peace. Almost all the bumis and non-bumis are happy living together, schooling together and having teh-tarik together. We are peaceful, loving and fine as Malaysians (both bumi & non) and we don't have to be reminded so damn often."

The point is -

Companies and Corporations, be they, GLCs, MNCs, SMIs, Kicimiaus, are basically profit-centered. They will employ any person (to any position) who have the ability and competency to create value for the organization and generate increasing shareholders wealth; continuously, year after year. Whoever they choose to employ, whether Bumi, Chinese, Indian, Mat-Salleh, if and when that wealth creation stops, he will be sacked!

SO, bringing back any non-bumis to head GLCs is NOT a favor to non-B but a strategic decision (please pay attention to this, dear stupid & brainless minister) to increase the wealth of GLCs, that will benefit the organization. At such, if Bumis can do a good job, and he is hardworking and honest, and is competent to enhance the wealth of the GLCs, please employ them all - we non-bumis are total supportive of that good decision; bumi or non!

CIDB - THE INTERNATIONAL CONSTRUCTION PROJECT KINGMAKER

CIDB FAILED TO SERVE IT'S PAYING CUSTOMERS

Every contractor, big or small has to contribute o.25% of their contract value to CIDB for each and every project they undertake.

Presumably, the contribution required is to finance the DEVELOPMENT & COMPETENCY PROGRAMMES to prepare the Malaysian contractors to achieve quality and efficiency in the field of project management and construction management and to nurture the contractors and the Malaysian construction industry players in general, such that they will be on par to international standards. CIDB was set up by the Mahathir's Government to lead the CHANGE & IMPROVEMENTS. At such, they are held responsible to lead and manage the construction industry in TOTAL.

All the last few years, CIDB had spent it's time and moneys (collected from all the contractors) to set their targets for projects in India, Sri Lanka, etc. This had benefitted some large international corporations such as IJM, Binapuri, Roadbuilders, MMC, Lankhorst, etc, etc. BUT what have all the other contractors benefitted from CIDB's international projects?????? The tens of thousands of paying Class 'F' contractors, Class - E, D, C, B, BX, and many Class 'A' contractors???? Each and everyone of the contractors are contributing to CIDB's coffers, paying for all the expenses incurred and the amount collected is in excess of billions of ringgits. WHAT HAVE CIDB DONE FOR THEM??????

Does Malaysia, particularly the construction sector needs the existence of CIDB? I have asked hundreds of contractors this questions and so far, everyone is affirmative that CIDB has developed into a parasite; a Hirudinea, a "Leech" and a "Pain-in-the ASS".

What has the Government done for the contractors, as far as CIDB is concerned? Why do they collect the hundreds of millions yearly so that they can go to INDIA & SRI LANKA? What has Datuk Hamzah done for CIDB and what has Tan Sri Wan Abdul Rahman (ex-JKR Director General, and now CIDB's Chairman) done to benefit the contractors in the industry, particularly the Class 'B' down to Class 'F' contractors? Some class 'A' contractors did benefit from CIDB (Indian & Sri Lanka projects) but many Class 'A' contractors are not getting anything from CIDB.

WILL PAK-LAH DO SOMETHING ABOUT CIDB & REVAMP THE WHOLE ORGANIZATION? WITH DUE RESPECT TO ALL THOSE IN CIDB, THEY DO NOT DESERVE ANY RESPECT FOR THEY HAVE DONE NOTHING, ABSOLUTELY NOTHING FOR THE INDUSTRY, EXCEPT TO SPENT ALL THE MONIES COLLECTED FOR THEIR TRIPS TO INDIA, SRI LANKA, ETC, ETC.

I HAVE BEEN WITH THE CONTRACTORS FOR MORE THAN 20 YEARS AND I CAN TESTIFY TO WHAT I'VE SAID!!!!! CHALLENGE ME!

STPM & ADMISSION STATISTICS PUBLISHED IN NSTP

What can you figure out from the Statistics?

The NSTP published some statistics of the STPM and Metriculation student results of the various racial composition, student intake by race, and admission in critical courses.

Why are we highlighting the statistical process by races? Is that the way we see things in Malaysia and is that what we want to know?

Wouldn't it be better to publish all the results by grades (or academic performances) and to analyze those selected based on the various criterias? Is 4.0 CGPA in Metriculation equals 4.0 CGPA in STPM and 'A' level? If not, or unsure, why can't the Ministry set only one system? The ministry officials must answer it.

The statistic published is disgusting and may portray an image of mediocracy vs meritocracy!

Your son is doing a "Kayu Degree at USM? What's that????

"Hi John, I heard your son Hie Leong had excellent results for STPM and he's lucky to secure a place in University Sabah Malaysia. My daughter only has one 'A' and three 'Bs' and I have to sent her to private university," groaned Mrs Ana Ling.

"Yea, Ana. But he told me he had applied for mechanical engineering degree and he doesn't understand what is Serat Kayu - something related to wood, I presumed," replied John.

"John, why don't you talk to someone from the education department & find out. Maybe you can also find out from some academician friends. Anyway, he is considered lucky to have a place in public university. I have to find the money to sent my daughter to private university and you know-lah, it's very expensive!"

"I understand. But .... it's a KAYU DEGREE! I only hope he will not end up becoming a KAYU in Sabah."

INCOMPETENT MINISTER SEEKS INCOMPETENT SOLUTION

SYSTEMIC FAILURE UNFOLDED ONCE AGAIN TOO OFTEN

Instead of searching and finding strategic solutions to the twin-problems of medical students and the obviously lack of doctors and medical support staffs currently faced by the Health Ministry and, its projected inadequacies that will prevail in the years ahead; the Minister of Higher Education, Datuk Dr. Shafie Salleh is looking into ways for making absolutely sure, that future medical students will not only have to achieve CGPA of 4.0 but will be interviewed (...till they failed to gain entry). This is definitely a "good-ass" strategic plan to ensure that those selected will be the ones who the Minister will decide unilaterally, to be eligible students; (..... maybe those relatives of ministers, girlfriends and consorts and cronies of the ministers).

The hypothetical questions put forward by the minister is, "WHETHER GOOD-GRADES MAKE GOOD DOCTORS?"

The word of the renown Guru Peter Drucker rings into my mind -

"GOOD ORGANIZATIONAL STRUCTURE DOES NOT BY ITSELF PRODUCE GOOD PERFORMANCE, BUT .....POOR ORGANIZATIONAL STRUCTURE MAKES GOOD PERFORMANCE IMPOSSIBLE, NO MATTER HOW GOOD THE MANAGER MAYBE."

In similar philosophical analysis, "good grades may not make good doctors, but... will poor grades makes good doctor?" This is afortiori, Sir!!!

The Ministry expounded on meritocracy, and we have metriculation students, STPM, and 'A' Level construed as equal and equivalent in knowledge-competency zone. But are we being honest, fair and just - please ask the ministry to provide the statistics of those whose gets into metriculation - what's their SPM results; those into STPM and those with 'A' levels. I have no disrespect to metriculation students as my son had just completed his metriculation at TAR College (.... not public university; he scored straight 'A's for his SPM).

The question of conducting interviews of prospective medical students sounds good and idealistic - but who will be selected to judge?; is it the ministry officials or competent doctors who are well-respected in the medical profession? Is it fair to deny an aspirant and a good young citizen his(her) right to pursue medicine when he has work extremely hard to score a CGPA of 4.0 for his STPM? How many current doctors and specialist has scored the same CGPA? Are we allowed to judge something that is basically subjective and foretelling; do the potential judge have the Godly wisdom and absolute competency to firmly say that his decision is 100% (or 99%) sure to be right and that the young boy/girl will or not become a good doctor in 10 years time????? ARE WE PLAYING GOD?

What are STANDARDS and what are they for? The ministry have decided that 4.0 CGPA (near perfect score in STPM) is the basis for qualification for medical students but .... we are now saying that, "IT DEPENDS ON THE EDUCATION MINISTERS WHIMS & FANCIES." Is it unfair to give a bright child (with knowledge competencies and hardworking) a chance to proof himself (herself)? THINK IF THAT CHILD IS YOURS .....ASSHOLE MINISTERS!!!!!!!

PAK-LAH stand was - "The Higher Education Ministry must look for long-term solution to overcome the shortage of places for those wanting to study medicine." That's what I have been clamouring - LONG-TERM SOLUTION, NOT ASS-SHIT TINKERING SOLUTIONS -i.e to solve a problem as and when they arise and has becomes critical!!!

The long-term solution is not just about more places for students, but to provide the solutions of what Health Minister says - "one doctor to 650 people," that we need to increase 1,000 doctors each year till 2015. What about those other Ministries that are also facing the brain-drain problems, shortages, inadequacies and incompetencies?????? Is there going to be a long-term solution?

In a separate case, a patient in a critical condition was rushed to the medical center at Bukit Pelanduk, N.Sembilan. That patient who was in such critical condition had to wait for half an hour so as to be attended by a nurse. By the time the doctor arrived (back from his dinner), the patient was pronounced dead within the next 15 minutes. The hypothetical question is -

"Would there be a better chance to save the patient had the doctor attended to him at the point in time when he was admitted?"
"Why is it that break time for lunch, dinner, etc means that the medical center or hospital will be without doctors?"

"In all health service centers, isn't it mandatory (a strict requirement) to ensure that the support staff and specialist will be around to attend to critical matters - of life and death situation?"

What is the Government doing in managing the system to meet the Rakyat's objective of electing them? Do we need people like Shafie Salleh to make sure that it will be almost impossible for students who scores perfect grade to be doctors; that those selected for medical degree are stupid "bumkangs" who uses pen and pencils to treat patients?

PAK-LAH JUST DON'T UNDERSTAND HIS SELECTION OF MINISTERS & THEIR COMPETENCY! MAYBE THEY ARE CHOSEN BASED ON POLITICAL PATRONAGE OR FOR PROVIDING POTENTIAL GRASS-ROOT SUPPORT FOR THE COMING UNMO ELECTION.

Datuk Rais Yatim was right when he said that States honor can be bought. It is not unknown to many Malaysians and to many Datuks and Tan Sris that those titles are not given for excellent services to the communities but for a certain contribution, large donations to some "powerful or influencial" people. This is not to deny the many Tan Sris and Datuks who had contribution immensely to the societal cause. Unfortunately, they are group with those who have got them thru' financial donations. We have heard of several Datuks who had been indicted for vice or criminal activities and their records of those vice activities are so profoundly known to the society at large, yet they were given the royal-designated titles.

Money can get you what you need. Tho' money may not be everything in life, but money can get you anything. LETS GET MORE MONEY & BE RICH - MINISTERS CAN MARCH ON THE SAME ROAD & LEAVE THE POOR BEHIND. THAT'S WHY WE ELECT YOU, SIR!!!!!!

SYSTEMIC FAILURE UNFOLDED AGAIN!

The new Deputy Minister of Health, Datuk Dr. Abdul Latiff admitted that the Ministry system for selection and appointment of foreign doctors had failed and that 10% of those foreign specialist employed by the Health Ministry are incompetent.

"There were flaws in the selection process as it failed to determine the competency levels of candidates," says Dr. Latiff. Selection exercise were confined to qualifications, i.e. knowledge competency and not skills and attitude.

WHAT IS COMPETENCY?

Competency has been defined as having the necessary ability, and adequacy in the 'right' knowledge, having the required skills and expertise (i.e. the years of experiences and successful application of that field of knowledge that has evolved into profound knowledge and skills) and most of all, having the right attitude and behavior required by the said profession(not pen or pencil doctors, as previously expressed by Dr. Latiff).

I believe we now have a good pair of Health Ministers in Dr. Chua Soi Lek and Dr. Abdul Latiff, as his deputy. Lets see whether they can make a strong paradigm shift to turn the Ministry into an effective and efficient machineries of improvement and providing leadership to restructure the medical system and personnel.

But without the help of an effective Higher Education Ministry to develop the human capital required for the long-term strategic needs of the Health Ministry, I wonder how would they perform effectively on such handicapped?

WAHID HAS DELIVERED AS PROMISED!

Syabas to UEMWORLD & Wahid for the excellent leadership and management of the slope repair project. As promised, the stretch of road was reopen to the public on 1st. June 2004.

Six months ago, when the rockfall occurs and when it was announced that it would take 7 months to repair that stretch of road, many pundits have predicted that it would take much longer than announced. Three months ago, I still hear from those pundits that the scenarios looks pessimistic to meet the deadline.

Yesterday, those critics and pundits were proven wrong. The leadership quality of Wahid and the team of construction experts and consultants have put in tireless time & insurmountable efforts which, stretched their limited resources to ensure the targets are met. R.I.P. MALAYSIA BOLEH resurrected!

Kudos to all the members of the team. Apart from Datuk Wahid and UEMWORLD who deserves all the credit, we should not forget to mention the efforts of the contractor, the sub-contractors, the consultants and of course, Datuk Seri Samy Vellu (we won't forget you, SAM). "Give them each a Datukship, Pak-Lah." They deserve it more than those who have swam the English Channel, Sail around the world and climbed Mount Everest. The roads and highways gives benefit to hundreds of thousands of Malaysians - swimming the English Channel benefits the sharks!!!!!!

Datuk Wahid is a great manager of crisis. Pak-Lah should consider him as replacement for the Higher Education Minister post to resolve the crisis of the medical industry and the decades of failure (to resolve the shortages of medical personnel in Government Hospitals).

Interestingly, I have another friend whose name is also Datuk Wahid and he is as effective and intelligent and have great leadership skills - he is COMPETENT!. But he is low profile type(he's a civil servant) and GOD willing, Pak-Lah will have the wisdom to spot him as the future (coming) Minister of Works!!!!! I will pray for him and Pak-Lah!

DEAR MINISTER, PLEASE FIND BETTER EXCUSE FOR YOUR SYSTEM FAILURE.

Higher Education Minister Datuk Shafie Salleh said unsuccessful students were not offered places to study medicine in public universities may not have been the cream of the crop. They may have achieve A- in subjects such as Physic, Chemistry & Biology. He said the Ministry was practising meritocracy and took into consideration racial unity when placing students of various races in public university. He remind Malaysians that the tuiton fees at private medical institution as $256,772 and public university is only $9,800 only.

What a load of shit from a Minister who had been an academician himself.

Do you mean getting A- is not good enough to pursue medicine? The criteria set by the Ministry was 4.0 CGPA. Please ask the many doctors in practice whether they have a 4.0 CGPA and A- for all the science subjects.

Where and when did the Government and the Ministry of Education prequalified that the aspiring students must score A+ & with CGPA of 4.0, in order to be admitted to public medical college/university?

How is it that many existing specialist and doctors who did not have the said criteria before, are now qualified doctor and specialist, and many of them are widely recognized & reknown for their skills and competencies?

Is there no other excuses for the cause of the failure of the system that had failed to generate and develop the necessary national human capital; that of providing sufficient doctors and other specialist as required for the hospitals?

I wonder if Datuk Shafie would let us know how his children have fared in their SPM and STPM, and where are they being educated - Is it overseas and at Ivy League Universities and who pays for it?

What is the purpose of the Higher Education Minister in highlighting the tuition fees differentials between public and private universities? Is he trying to say that he is doing a favor for Malaysians; those who cannot afford the fees for private medical colleges?

Instead of finding solutions to the problems and seeking a strategic long-term and medium-term plan to ensure that the health Ministry are provided with the crops of doctors, specialists, nurses, etc, and to ensure that we have the required medical specialist and doctors to manned the hospitals in the years to come, here we have a Minister who is more concern to find an excuse for his failure and the system mulfunctions.

What type of Ministers do we have and why has Pak-Lah chosen a stupid and banal person to be the Minister of Higher Education?

ONE GOVERNMENT DOCTOR LOST EVERY DAY

"Every year, we have 300 doctors resigning from Government hospital," Datuk Chua Soi Lek claims. Yet we can only admit 779 medical students a year, and we have no place for another 128 aspiring medical students. What about many others not listed in the 128? We had an Education Ministry who knows nothing and have no idea and solutions to our national problem. We have LAN (National Accreditation Board) who slows down the process of universities seeking to provide the right educational system and generating the future leaders; and sets rules and regulations that befits a forth world country.

We will have to live with this sort of problems, as we have for the last few decades. Politicians will continue to talk about improvement to systems, K-economy, Knowledge-based economy, Human Capital, and all the jargons to hookwink the Rakyat. They have no solutions and no strategic plan.

Systemic Failure unfolded again

The trial date for a murder case was fixed on January 14 & February 4th., 2007 as reported in The Star today.

"Putting a person facing a capital charge in prision for 3 to 4 years before trial is inhuman and completely improper," insisted Gobind Singh Deo, the defence lawyer.

"Given a choice, I would like to hear the trial in 2 or 3 days time, but I can't. I agree that this sort of thing should not be kept too long," High Court Judge Justice Abdul Kadir Musa moans.

Justice Abdul Kadir is hoping that there will be a postponement of any scheduled case so as to slot this case in for trial next month. HOPE, AND LET THE ACCUSED CONTINUE TO HOPE!

NATIONAL POLICIES THE CAUSE OF SYSTEMIC FAILURE

The recent grouse and widely published frustrating issues of the 128 students (who failed to get places to study medicine despite having achieved the required entry qualification criteria)confirms that the national system has not been right all along and had constantly and continuously being inefficient and ineffective to provide solutions to our national needs; yet, the Government had proceeded to implement those policies and procedures without any attempt to review or restructure the on-going-national program which are been tuned in a failure mode.

It is clear that the Government and the civil servants appointed to manned the strategic planning and implementation unit have never attempted to seek a long-term strategic solution to ensure a sustainable development programmes that would harness the human capital needed by the Governmental system to meet the needs and of the burgeoning population.

According to Datuk Chua Soi Lek, the Health Minister, Malaysia is currently facing an acute shortage of 5,000 nurses, 3,300 doctors, 700 medical specialists, 600 pharmacists and 500 dentists. Before Datuk Chua Soi Lek, we have Datuk Jimmy Chua who had made the similar complain of the shortages; and we can further trace back to the decades of similar problems. Yet, till today, we are repeating the same lingo and hearing the same old songs of despair.

In Malaysia, we now have 11 public universities as compared to only 4 universities in the 80s. Coupled with it is the availability of many private universities and colleges that had mushroom over the last few years. Yet the combined public universities intake for medical students for 2004 is a mere 779 students only. To include another 128 will totalled only 907 potential doctors/parmacists/dentists that will only be qualified to practice in 10 years time.

According to the Health Minister, it would be ideal if there was an increase of 1,000 doctors annually and that there is one doctor for every 650 people by 2015. The current ratio is one to 1,420 people.

With the statement from the Ministry of Health, the intake of medical students is far-off to meet the requirements. We can conclude that by 2015, we will still be having the same problem and it would be far more acute and critical.

Does it seem clear that the Ministry of Education and Ministry of Health are having policies and programmes that do not work in congruent with each other; that those national programmes are the cause of the continuous systemic failure? Yet we find the Ministers and Prime Ministers playing to the tune of the press and coming up with "Tinkering" solutions to the problem - NOT LONG-TERM STRATEGIC PLAN.

In the same light, we read today in the news of a complain by a lawyer in a murder trial that the case will only come up for hearing in 2007, and the suspect will be placed in the jail/detention pending hearing till 2007. The reason given by the presiding judge is that his calender is full of cases until 2007; that is, there is a gross acute shortage of judges to effectively operate the judicial system and there is currently no solutions to the problem of the courts.

If the Government is willing to publish the survey reports on all the various other service departments, we will be hearing more of the problems of shortages.

IT IS A SYSTEMIC FAILURE!!! THE ABOVE DOES CONCLUDE THAT WE HAVE AN INEFFICIENT & INEFFECTIVE NATIONAL STRATEGIC PLANNING AND INPLEMENTATION UNITS AND THAT THE VARIOUS MINISTRIES HAVE PROGRAMMES THAT ENSURE FAILURES WILL SUCCEED.

WE NEED A TOTAL OVERHAUL OF THE SYSTEM not just 'TINKERING' with a problem. OUR CURRENT SOLUTION TO A PROBLEM BREEDS MANY NEW AND MORE ACUTE PROBLEMS. DOES THE GOVERNMENT HAVE THE GUTS TO PURGE THE INCOMPETENTS AND REVAMP THE SYSTEM OR DO WE PRAY TO GOD TO SEEK THE SOLUTION?

"GOD HELP THOSE WHO HELP THEMSELVES!"
